The design of test questions is a quite scientific, technical, procedural work. Usually it is based on the abundant subject knowledge and teaching experience. If the teachers can follow a set of scientific, standardized, unified method, the proposition will be in order. This paper combines the relevant theory of proposition with the situation of new curriculum reform in Guangxi. Making the proposition from experiential proposition to scientific proposition, the author has finished two practical researches about simulated test of NMMT (National Matriculation Mathematics Test). The proposition tends to its stability and efficiency by these practical researches.This paper summarizes four steps of proposition, including a unified thought of proposition and a two-way checklist of proposition, design test questions and form a first draft, discuss these test questions and form a formal test paper, make a reference answers and a standard for evaluation. According to it, the author designs two simulative test questions of the NMMT. The test questions stick to a basic principle, which is divided into two aspects. The first aspect is helpful to select the talent justly for universities. The second aspect is helpful to promote the new curriculum reform of high school and quality education. It is also based on three demands of knowledge examination, including learning (knowing, simulation), understanding (independent operation), grasp (application, migration). Besides, these test questions can reflect properly the basic idea of new curriculum standard in high school. It also integrates knowledge, ability and quality to test synthetically the mathematical literacy of high school students.The author finds the students’test scores are in normal distribution by making the Quantitative analysis of test papers. And get the following basic data.The difficulty P, distinction D, reliability a and validity y of the first simulated test proposition is 0.45, 0.36,0.754,0.356; The difficulty P, distinction D, reliability a and validity y of the second simulated test proposition is 0.53,0.38,0.796,0.373. According to the data, we can see that the total difficulty of the test papers is around 0.5. It shows that the difficulty of the test papers is moderate, which can meet the difficulty demands for the simulation of NMT (National Matriculation Test). Distinction D∈ [0.3,0.4). According to the standards of American expert Peter Abel (R.L. E bel), the distinguish degree of the test papers is appropriate. In addition, the reliability is around 0.8, according to the evaluation standard of Cronbach’s on a, it shows most of the test questions are fit for the test of high school. Validity was greater than 0.3. It is generally acknowledge that the validity of the test is good. Compared to these data of the two practical research, we can see that the second simulated test proposition is better than the first one. It owes to the empirical method of the first simulated test proposition.Based on the above research, the author gives some advice on simulated test proposition for NMMT and the review for NMMT.
