The Research On Government Function Transformation Of Sports Industry Development

With the development of China’s economy and the lifting of people’s standard of living, more leisure time is available for Chinese people. And the implement of “ Plan for the Glory of Olympics” and “ Plan of Mass Fitness” have achieved tremendous advantages in field of sports industry since the Policy of Reform and Opening Up was enforced. Especially, the publication of Guidance on the Pacing up of Sports Industry by National Council Office provides exterior support to China’s sports industry. Furthermore, the development of sports industry is conducive to satisfy people’s diversified fitness needs, guaranteeing and improving Chinese people’s standard of living; is conducive to increase domestic demand, offer more job opportunities and cultivate new economy growing points; and also conducive to spread national spirits and consolidate patriotism.As the economy developing rapidly and the inhabitants’ consume structure improving, It has formed the wholesome sports industry system which was supported by the main body of sports industry and with the subordinated sports derivatives as its secondary part. And sports industry has played an important role in the economical development system of Wuhan due to its intense correlation withother industries. However, China is in the transformative phase from planned economy to market economy currently. Influenced by the traditional model, people’s ideology and values are also in the transformative phase from tradition to modern. And main social resources are accumulated in governments, and social organizations are weak, which causes the limited scale of sports industry and the lack of energy and still some mechanical problems do exist. Therefore, government must change its role, being the guardian during the process of market-orientated resource distribution to ensure the sports industry has a better and bright future.This academic paper will make its study from two aspects: first, basing on the theory of government’s role changing during the development of sports industry, to analyze and comprehend the necessity of government’s role changing through setting its role scientifically. Second, based on the previous research results, according to the Wuhan municipal government in the promotion of sports industry in the development of the transformation of the functions of the situation, combined with the analysis of management and operation mode of Wuhan City "Jiangcheng fitness e home and Wuhan Tennis Open tournament mode of operation and management, to further clarify the functions of government in the development of sports industry in China exists some problems and its reasons. Based on, to learn from foreign and domestic successful experiences and explore the proper government act to develop Wuhan sports industry.On one hand, this paper would be able to provide the theoretical supports for Wuhan government to make the plan of sports industry development. This not only perfect the governments’ management system, but also clarifies government’s duty. On the other hand, it would be conducive to satisfy people’s diversified fitness needs, guaranteeing and improving Chinese people’s standard of living; to increase domestic demand, offer more job opportunities and also conducive to spread national spirits and consolidate patriotism and cultural competition.
