The in-service training is one of important way to promote professional development of teachers. In recent years, all countries in the world attaches great importance to teachers’ professional development,so it has become a research hotspot in the field of education for several years. The National Teacher Training Plan(National Primary and Secondary School Teacher Training Program) was proposed and organized by Chinese Education Department in 2009. Based on the constructivism theory, adult learning theory and the self-renewal approach which is a new teacher’s professional development conception, the current implementary situation of the training plan and the students’ satisfaction are investigated. The training plan, as a subproject of National Training Plan, concerns the junior biology training of backbone teachers’ in primary and secondary schools.The needs of participating teachers’ training and the satisfaction of training scheme in short focused training of junior biology to backbone teachers which is based on National Teacher Training Plan from 2011 to 2014 are investigated. Literature study,questionnaire survey,Interview Method,data analysis and other research methods are used in the investigation. The study concluded that case analysis is junior middle school biology teachers’ favorite way of training, instructional design teaching implementation and teaching evaluation are what the teachers need training most, the front-line teachers with theoretical accomplishment are the most popular training professors, and the performance of trainees’ participation is the most important evaluation method. The trainees are generally satisfied with the training scheme. However, some course content is too broad, the schedule is very tight, and the task is difficult. Finally, the solutions to a targeted strategy is proposed. The training scheme should be combined with trainees’ career development. The Curriculum should be hierarchical, diversified and internationalized. What’s more, the resource should be integrated and the literature database of primary and secondary school teachers should be set up, to support teachers’ professional development in long time.
