To probe into its success, its existing problems and the influence of the sports culture construction of the new countryside in Jinjiang city, Fujian Province and to bring forward some effective suggestions, based on the case study, this paper makes a full analysis on the current situation, the driving forces and the restricting factors of the volleyball culture development of Jiapai Village in Jinjiang City and the results are concluded as follow:First, the volleyball culture in Jiapai Village has a glorious history which has experienced three stages:its germination, its rapid development and its prosperity and has cultivated a large number of volleyball talents for China.Second, analysis from the perspective of cultural stratification shows that volleyball has become a favorite sport in their leisure time and has been an indispensable part of the local folk culture and their spiritual life. It is suggested that more volleyball venues and its related material entities should be built and the construction of the basic sports organization networks should be enhanced.Third, there are three driving forces for the volleyball development, that are, the contradiction between the people’s growing cultural demands and realistic condition and the happiness-oriented intrinsic motivation; the system guarantee and financial support; the discovery of historical and cultural resources and construction of a new village.Finally, there are three main factors that restrict the development of volleyball culture in Jinjiang:the unsatisfying current volleyball teaching in the schools; the shortage of the public volleyball facilities and the loss of the volleyball population, and the unsound construction of the mass volleyball sport organization and lack of the necessary support for the nongovernment organization.The following countermeasures and suggestions are put forward:first, to strengthen the planning and layout of the sports venue construction; second, to intensify the construction of the volleyball culture in schools; third, to better the network of the fitness service in rural areas; and fourth, to formulate the tax policy for the private enterprises’ investment in new rural public sports service.
