Human resources are not only indispensable in the process of China’s socialist modernization, but also a necessary condition for the realization of the great rejuvenation of the cause. College graduates have been making great contributions to human resources. An orderly job market and good employment situation can maintain the development speed of economic, accelerate the pace of market economy construction, and promote social stability and harmony. In addition, the fundamental interests were inextricably linked to the employment of college graduates. However, under the current economic globalization and popularization of higher education trends, the growth of China’s economic is slowing down resulting in a limited ability to absorb labor force; regional economic development is not balanced, the industrial structure lags; the slow pace of higher education reform leads to college students employment after graduation is particularly prominent, attracting great concern form all sectors of society, the problem is also a test of the ability of the ruling Communist Party of China. In addition, China is under a transition phase of reform and development, and the stability is the top priority. Therefore, the state and society is very concerned about the problem of college graduates employment. We hope to develop a reasonable and effective solution to effectively solve the problem of college graduates employment, to provide a reference, and transform it into the country, which provides the society an opportunity to absorb high-quality personnel.Complex governance theory rises not long, and the probe in our public sphere is relatively shallow. Education is a public good, which highlights the core concept of “public” consistent with the theory of governance. Analyzing of the education sector with the idea of public governance, and clarification the causes of the university students employment problem, we can expand the theoretical basis for employment of university students, while deepening the public governance theory connotation, further tap the advantages of the theory for localization.Accordingly, the research methods includes document retrieval, inspection methods, theoretical substitution, and comparative analysis in this study, The current employment situation of college students was clearly reflected by Michael thought, mainly performance in the initial large differences in the employment category, the uneven geographical distribution of graduate employment, low job satisfaction, high turnover rate, severe discrimination in the job market, significant regional employment differences, and graduates real income and relative income decline. It was primarily three factors including changes in the social environment and policy, education reform in universities, training mode rediscover, as well as joint action of graduate personal reasons, which causes the employment of college graduates with the complex governance theory perspective. Measures to solve the employment problem of college graduates includes the government macro-control policy, universities and graduate education reform system and improve itself quality achieving self-adjustment. Employment of college graduates directly influences the market economic development, social harmony and stability influential. It is required that all parties participate actively, co-operation should solve this problem. According to local conditions, development light is needs to look at this problem, and at the same time, actively enlarge employment ideas. Challenges posed by the employment problem of college graduates will be solved eventually, aiming to provide the society an opportunity to absorb high-quality personnel.
