With the development of the society, the teacher education has gradually occupied a position in the field of the whole education. Now, the development of teacher education has already from the “qualified” stage to “excellent” stage. With the promulgation and implementation of the excellent teacher’s plan in September 2014, the teacher education in our country is gradually improving and gradually to the internationalization, opening and integration. How to better the teacher education towards excellence, how to more efficient and high quality construction of teacher education system has become the most popular problem.Paper mainly uses the method of literature research, historical method of investigation, comparative research method and case analysis, to 16 September 2014, the Ministry of Education promulgated "on the reform of teacher excellence training plan" as the background, to teacher education was born to 2010 has been on the history of teacher education reform in our country to sort out, And find that, in the past, the teacher education value mainly oriented in “improving education level” in China. Since 2010, Chinese teacher education innovation mainly oriented in “improving the scholastic ability”, which is to cultivate outstanding.Analysis this paper focuses on the orientation of China "s policy reform demonstration how based on qualified teachers to outstanding teachers: first of all, from a policy perspective, the development of Teacher Education in the macroscopic idea, macro policy and micro practice three aspects to examine teacher education subjectivity existence significance and process of, and make the rational level of thinking of every stage; secondly, from the main body of the implementation of the reform of teacher education policy, operational mechanism, training evaluation model and evaluation four aspects to analyze the current situation of Teacher Education in our country; In the last part, the author from four aspects to illustrate the implementation strategies of excellent teachers’ education, which are enhancing the inner aspiration of the excellent teachers, promoting the excellent teachers’ autonomous development, making up the newly training mode of the excellent teacher and optimizing the evaluation ways of the excellent teacher. Based on the basis of proposing from “qualified” teacher to “excellent” teacher, the author provokes the path that using policy to guide practice. The implementation strategy not only points out the direction for Chinese teachers’ education, but only helps to solve some practical problems. Accordingly, makes Chinese teacher education stride forward to higher level and excellence.
