Fixed assets provide important support and material basis for universities to carry out various activities including teaching, research, administration and logistical services. With the increase of China’s comprehensive strength, the central government has been investing more in higher education. Statistics show that, up till 2013, the values of instruments and equipment possessed by universities under direct administration of the Ministry of Education had already exceeded 75 billion RMB. However, the management of fixed assets in universities has not reached a satisfactory standard. An increasing number of scholars and managerial personnel have attached importance to the exploration of ways to enhance research through practice in order to identify appropriate concepts, systems, mechanisms and regulations that are in line with the specific features of fixed assets management in universities.This study focuses on the management of fixed assets in Beijing Sport University. Research methods, including the study of existing literature, the interview of experts and specialists and the observation of relevant scenarios, are employed to reveal the status quo and to analyse identified features. In the framework of internal control theory, this study intends to analyse problems and deficiencies from the organisational and professional aspects in three areas:risk assessment, control methods and evaluation and supervision. Based on analysis, this study also attempts to suggest solutions to the improvement and perfection of fixed assets management in Beijing Sport University. It is hoped that the suggestion can contribute to an enhanced quality in fixed assets management of the University. This study has reached the following findings and conclusions:Ⅰ. The total value of fixed assets of Beijing Sport University has increased rapidly since 2013. Invaluable opportunities such as 2008 Beijing Olympics and the construction of’211 Project’have helped the University with its major increase of fixed assets in both quantity and quality. In 2015, China won the bid to host 2022 winter Olympics, andⅡ. Beijing Sport University has attached more and more importance to assets management. A three-level management system has been established and is undergoing continuous improvement. Significant results have been achieved at various stages such as allocation, consumption and disposal. However, to analyze from the perspective of internal control theory, it can be seen that a number of deficiencies and problems exist at management and implementation levels, which mainly include:imperfect and defective regulating and management systems, insufficient enforcement of regulations, out-of-date concepts and uncompetitive staff, insufficient application of modern technology, absence of performance evaluation, etc.Ⅲ. In order to achieve the objectives of fixed assets management of Beijing Sport University, successful experience of other universities should be drawn on, and more importantly, the’Internal Control Standards in Administrative and Public institutions (Trial)’must be implemented. To perfect management, efforts should be made from the following aspects:strengthening team building and improving understanding and professional expertise; strictly following internal control and perfecting the management system; establishing comprehensive regulations and emphasizing on implementation; enhancing budget management and achieving systematic and rational allocation; attaching importance to technology and perfecting the assets management information system; laying stress on assets integration and improving efficiency in the use of costly equipment; implementing performance evaluation and operating awarding and penalizing mechanism.
