The decline in the quality of university teaching and personnel training has caused the public accountability to the higher education teaching quality. Therefore, to improve the quality of university teaching and learning is extremely urgent. To use a traditional Chinese expression, it is talents that make good governance and it is education that makes talents. Teachers are the basis of education. Under the pressure of improving teachers and students’ knowledge, ability, and quality, most foreign famous universities have set up the Teaching & Learning Center (TLC) as a response. Besides learning from the foreign TLC, in response to national policy about establish universal Center for Teaching and Learning Development (CTLD) in the Colleges and Universities, Domestic universities have taken the organizational change of TLC and the improvement of university teaching and learning quality as the core focus. Their work contents and modes take a very important position in determining the efficiency of university teaching and learning of teachers as well as students. University CTLD construction is a complicated systematic engineering, its work content is concrete embodiment of the practice of national policy on this issue, and also the practicing adjustment to upgrade the teaching and learning level. Therefore, reference to and learning from the forerunner of CTLD has theoretical and practical significance. In a word, study on forerunner’s work content in CTLD is of great importance.This thesis aims at the new perspective of CTLD work contents of university, explore the working pattern, to provide new ideas for university teaching & learning development work. This thesis includes three parts.Part One includes Chapter One & Two, contains research background, research objects, research contents, research methods, research purpose, research significance, innovation, definition and core problems; and related research both at home and abroad.Part Two includes Chapter Three & Four, is research design and analysis framework. Under the support of home and abroad TLC literature review and Theory of Practice, University Teaching Theory, Organizational Behavior Theory and Reductionism, this paper conducted encoding, modeling and pre-testing and other feasibility study of technical route through collecting TLC work contents data. Under the framework of qualitative research method, has used literary analysis, content analysis, comparative analysis, and case study. Take the first 30 national level excellent CTLD in the 12th five-year plan for instance, to carry out the descriptive content analysis, comparative analysis of Chinese and foreign, NVivo qualitative analysis, Visio modeling about CTLD implement policy work contents outline of teaching & learning training, consulting, reform research, quality assessment, resource development, and exemplary leading.Part Three includes Chapter Five, Six & Seven, obtained CTLD pattern of work and research findings about work content, work forms, staff integrity and function adjustment. Discussed and reflected the innovative talent training, personal professional development for teachers, CTLD work focus, teaching & learning development power, process, essence, effectiveness, etc...Finally is conclusion, recommendations and outlook of the whole thesis. Teaching and learning culture is the core; institutional improvement is the foundation; teacher upgrading is the goal; learning ability promotion is the eternal theme, and sustained pragmatism is the key. And put forward recommendations to improve CTLD work contents from organizational guarantee, work content center, informatization, demand-driven, action research for teaching-learning. The tendency of CTLD construction is standardized teaching and learning development, to regard subject as the entry of teaching-learning development, to create a teaching-learning community for development entrance.
