Research On The Logic Of Bureaucracy Of University Administration

With the development and progress of social economy and higher education, the university has entered a critical period of reform and development. At the same time the reform of university administration system has gradually become one of the key topics of academic attention. Administrative management is crucial to the development of the University, but in the present age the administrative system has exposed many shortcomings, affects and restricts the healthy and sustainable development of the University, this forces people to suspect the traditional administrative management system. In order to promote the sustained and healthy development of higher education and meet the needs of economic and social development, reform of university administrative management system is inevitable in China.In recent years scholars have done a lot of research about the university administrative management system reform, but it did not carry out much improvement. Why the university administrative management efficiency hasn’t get significantly improved for a long time? Why the administration of university management hasn’t be eradicated for a long time? There are a series of problems need people to think and solve in the university administrative management reform in the current.Based on this background, from the perspective of hierarchical theory, this article uses the bureaucracy model as analysis tools. Through the literature analysis, empirical research and so on, this article try to find problems of administration and reason for low administrative efficiency, and puts forward corresponding countermeasure suggestion. Mainly has done the following work: firstly, theoretical research. Max Weber’s traditional hierarchy theory, studied and combined with the existing University bureaucratic management system, reproduces the existing bureaucratic management system model in university, to explain the inadaptability and conflicts of traditional bureaucratic system in university. Secondly, the analysis of the present situation. In order to understand the current status of university administration in our country, the article carried on the investigation, taking more than 10 universities as the sample object of study, and to provide evidence for the reform of the administrative system of University, puts forward some targeted suggestions. Thirdly, comparative study. Case analysis of university administrative management system of Hong Kong University Science & Technology and the American, in order to find the correlation of enlightenment and reference. Finally, the countermeasures and Suggestions are put forward. On the basis of previous research, this part puts forward the countermeasures and suggestions to improve the university administrative management system in the hierarchical theory perspective. This paper made both administrative efficiency and academic performance as fundamental goal of university administration perfection, and on this basis this paper puts forward some countermeasures and suggestions from work idea, organization structure, management team construction and the system construction and so on.The significance of this thesis lays in using the hierarchy theory carries on the analysis to the present situation and puts forward relevant opinions and suggestions, enrich the connotation of the related research, has theoretical value; at the same time also provides guidance for the university administrative management system innovation practice, provides a new perspective for the relevant research, has practical value.In conclusion, although the lack of efficiency and serious administration of university management of existing has been explained by many scholars from different perspectives, but to perfect the current administrative system, its basic must be from the system construction and reform of the deep.
