Locating in the northwest of China, Xinjiang Uygur Autonomous Region is referred to as the key region of the Silk Road Economic Belt which is one of the two strategies of Belt and Road Initiative put forward by Chinese president Xi Jinping, so that there is no doubt that it embraces great opportunities unprecedentedly. As a significant measure of the long-term policy of opening up to the outside, introducing overseas intelligence is an important part of the strategy of strengthening China on talents, which is influencing the national economic and social development as well as promoting the implementing the strategy of Belt and Road Initiative. In the work of bring-in and dispatching talents, foreign experts are main force playing so crucial role that they can’t be replaced. Therefore, the experts management and service for them are very important because those are great sensitive for relating to politics and policy. Providing that the issues of the works are not dealt well, it will impact the internal and foreign affairs, national stability and the development of the whole society.This paper, firstly, analyzes those researches and studies of the current situation of the management of foreign experts, and describes its the background and meaning. Then, it analyzes the problems of foreign specialists management in and abroad according the definition of the foreign exports, the management situation in China, as well as the current regulations, rules and laws of managing those talents. Also, this thesis compares the policies of typical nations, regions and Chinese developed provinces to conclude the successful experiences for Xinjiang to learn. After that, with the recent situation of managing foreign experts as examples in Xinjiang, it lists the severe problems and finds out the reasons. Finally, this paper puts forwards the available strategies to address these issues.
