With the advent of the market economy, the public health industry and ancillaryservices industry have gradually stepped on the road of "industrialization". However, itstill has a huge disagreement and fierce collision between "welfare requirements" in thehealth care industry and the "profitability requirements" of medical institutions for manyyears. Although a lot of work has been done by the government in many related aspects,it still has some distance with the real needs of the grassroots. For example, How to beguided by technical service and followed by the national standards to realize regionalhealth information integration and process re-engineering? How to strength themanagement of health industry information? And how to alleviate the problem of medicalresources’ distribution which is unreasonable and the problem of public ’s medicaltreatment which is difficult and expensive? The problem how to make health careindustry grow and develop has become an important issue of regional medical treatmentin our country? Based on the above issues, this paper proposes a new health organizationoperation pattern which both has public benefit and profitability.The pattern canintegrate health services into medical management by Internet. In this way, the regionalhealth information systems be designed and completed.The main work of this paper concludes the following parts:Complete the design of regional medical information platforms’ requirements andoverall architecture, including application architecture, network architecture and securityarchitecture. Based on Web Service technology, it designs the new regional healthinformation platform. It can manage the people’s health conditions from birth to death.Achieve a distributed network information platform construction, which is mixed byB/S and C/S. It designs a new type of health service management information platformbased on Web Service technology.Integrate framework technology and Restful SOA technology into the platform. Itcompletes backstage management module and object-oriented management modulethrough using Restful technology.
