TV entertainment programs become one of the fastest growing TV program type in the 1990 s,because of reliable instead of grandiose, and has certain ornamental and entertainment, so it has been popular around people. But along with the development of the time, TV entertainment programs have also begun to show a variety of problems,a large amount of "imitation", "plagiarism" cause "homogeneity", has also led to a program form to perish;one-sided pursuit of ratings lead to the vulgar things without the bottom line to enter the program; a paper document named "Cutback on TV entertainment” disrupted the entertainment mechanism established for a long time. Chinese TV entertainment show need to change urgently. And the progress of the society, Chinese also began to realize the importance of public welfare,so there are some of the public welfare programs are developed, but they give a person with the taste of preaching, lack of interest. When two TV forms are beginning to realize that their own development are faced with the dilemma, seeking cooperation for the industry to see the market,and entertainment shows on television transmission of public welfare will be vividly portrayed. Hunan TV, CCTV, Zhejiang TV have launched such programs, television entertainment programs to join the public welfare element, convey to the audience in the form of recreation, contribute to enhance public awareness of citizens, and also reflect the TV media’s social responsibility.This paper is divided into six chapters to discuss the TV entertainment programs with the public welfare elements. The first chapter put forward the research purpose and meaning, summarizes the research status, research methods;the second chapter the author puts forward the concept of television entertainment programs with the public welfare, and comb the development course; the third chapter from the perspective of political demand, media inner development point of view, audience needs, social needs to further analyze the causes of entertainment shows on television public welfare;the fourth chapter then analyzes three characteristics of public welfare of TV entertainment program; the fifth chapter in the specific program "win in China between clear water and blue sky" as an example, the analysis of TV entertainment programs of public welfare four communication effect;Finally, the sixth chapter put forward three problems public television entertainment programs also need to think about.
