Study On The Current Situation Of The Agricultural Standardization In Hubei Province And Solutions

Agriculture is an important foundation for national economic development. The Twelfth Five Year Planning of Hubei Province proposes speeding up the building of strategic support which promotes the rise of the middle part of China. The goal can’t be achieved without playing the fundamental and supporting role of agriculture; the economic and social development goals can’t be fulfilled either without the enough raw materials, the vast market and abundant labor force provided by agriculture. Judging from the agricultural development throughout Hubei Province, the traditional household agricultural production mode characterized by small-scale, low marketization and extensive mode is still practiced in the majority of rural areas in Hubei, leading to the low modernization of agriculture. Compared with other provinces and areas which enjoy developed agriculture like Shandong, Guangdong and Jiangsu, there is relatively large gap between Hubei and them in terms of economic benefits and modernization of agriculture. Hubei is a big agricultural province, not a strong agricultural province. To build Hubei into a strong agricultural province, we must adopt measures to achieve the transformation from traditional agriculture to modern agriculture as quickly as possible.The paper studies the agricultural standardization of Hubei Province with a view to putting forward the measures to accelerate the agricultural standardization construction by the case analysis and the comparative analysis from the perspective of economics and ecology to provide references for government institutions, agricultural enterprises and the majority of farmers to conduct the agricultural standardization construction.The paper holds the view that conducting the agricultural standardization construction is an effective to promote the transformation from traditional agriculture to modern agriculture in Hubei. Although Hubei has made some progress in this regard due to the efforts of quality supervision and agricultural institutions, there are some problems and shortcomings in the development of Hubei agricultural standardization. They are reflected in the following:all walks of life don’t pay close attention to the importance of the agricultural standardization; the formulation and the implementation of agricultural standards are disconnected with the practice; there is the shortage of talents in this field; the separate agricultural operation is not compatible with the agricultural standardization; the supervision and guarantee mechanism is not sound; the agricultural standardization is underfunded; the quality monitoring ability is weak. All these have exerted negative influences on the continuous and rapid development of the agricultural standardization. To speed up the agricultural standardization of Hubei Province, we should make efforts in these fields:strengthening publicity, establishing and improving the working system for the agricultural standardization, intensifying the coordination and the cooperation between different departments, stepping up the supervision and the inspection of the implementation of agricultural standards, establishing the diversified investment and financing mechanisms, ensuring the success of demonstration role in driving others, nurturing the leading enterprises, improving the land transfer mechanism and so on.
