As the Internet is getting popular and developing rapidly, Geographic Information System(GIS) combined with the Internet called WebGIS turns out to be more and more interoperable, flexible and cross-platform. Now Rich Internet Applications(RIA) technology has been introduced, RIA shows great advantage of traditional cross-platform Web applications development and convenience for desktop applications development. Due to the GIS platform supporting RIA, WebGIS based on RIA becomes a hot spot. Flood control consultation system is an important part of the national flood control system. Because the original flood control consultation system could not meet growing business needs, development of a new WebGIS flood control consultation system becomes necessary.Firstly, the research status of WebGIS and flood control consultation system is analyzed, and the basic theory of spatial data and geographic information systems are introduced. Secondly, the development of a new generation design of WebGIS system framework and system implementation was investigated using the Silverlight based on RIA and the restful ArcGIS platform. Finally, the paper also achieves marked algorithm points on a map which shows results in a short time. And a map cache technology has been implemented based on memory database on open source project Geo Server in which the response rate of the map service is accelerated.In this system, various modules have been achieved. Combined with GIS function, the data query is fast and intuitive, to meet the basic requirements for flood control consultation system. The test result of the system reveals that the business function of each module is capable of rapid response. It proves that the system can run well and meet real-time requirements.
