Rapid changes in the environment caused by the operation of nature and human activities,not only causing the environmental changes but also lead to frequent occurrence of disasters. In addition to natural resources is facing a severe test, the public resources are also faced with the "tragedy of the commons" situation, proposed the new theory of social ecological system analysis and framework is scholars have opened up a new path, for the study watershed provides new perspective is not the same as with traditional ecological research. In academic research as a new theory angle of view analysis, according to the framework, the comprehensive consideration of the effects of natural factors and social factors, with an emphasis on the interaction between the two and to environmental changes driven by a common, From this analysis method of starting to study basin and help people in the political, social, economic background mining microscopic variables of social and ecological analysis, to find the factors can make natural resources to develop for a long time, do not let the tragedy, present, and future development.Nanliu River is located in the south of Guangxi, the source in the DARONG mountain and alone into the Beibu Gulf, its rivers flow length, tributaries and involve the watershed area is wide and rich in water resources, river's rich resources makes frequent human activities, the rapid economic development, and economic development brings sacrifices the environment to make the Nanliu River basin environmental pollution is becoming more and more serious. In order to avoid the "tragedy of the commons" resulting from the introduction of the framework of sustainable social ecological system and of Nanliu River environmental governance and economic further development to play a guiding role.In this paper combined with the South River comprehensive management of the actual flow, in social ecological system framework under the guidance of establishment of the South River Basin social ecological system database. With the technique of GIS, spatial database technology, SQL server and other related technology, formulate feasible design route. Main research contents include:(1)Theoretical foundation: through the analysis of the core of the concept of watershed social ecological system, the establishment of database data classification system; another related database key technology research, development and models of development including database, spatial database, database engine Arc SDE and relational database systems.(2)Launches the database from the perspective of social ecological systems design, including four stages: requirements analysis, conceptual design, logical design and physical design around service object database needs analysis, to different service object data of different data analysis, with E-R conceptual model conceptual design, based on conceptual design of logic analysis and design, based on the Geodatabase data model design.(3)Through the Arc GIS platform, a spatial database engine Arc SDE to implement spatial data in the relational database SQL Server2008 storage and management: data by processing according to process classified storage, vector and raster data through Arc Catalog to achieve storage and other genera data through SQL Server2008 import functions for data storage, database establishment for subsequent sharing platform construction to provide a strong foundation.(4)Call Nanliu River Basin social ecological system database in the data a simple application study, of basin in 2005, 2010, 2014 three time nodes of water resources vulnerability assessment application research, draw a relative evaluation results, in addition to Hepu County, the most sub areas of vulnerability does not exist obvious trend, the most in a fragile state, a comprehensive view of Nanliu River Basin is in the important stage of middle excessive.
