In order to reduce the losses caused by natural and man-made disasters,the government at all levels has launched a series of prevention and reduction measures,regulations and rules,which could guarantee the safety of life and property.As an effective disaster reduction measure,the emergency shelter is always regarded as the core issue for planning and constructions on prevention and reduction measures.So far,the emergency shelter constructions in our country have a remarkable achievements,but there still exists some problems such as irrational layouts,inefficient services,etc.Therefore,Based on the international and domestic study results,this article selects Arcgis as a spatial analysis platform to discuss and optimize the spatial layout of emergency shelters in Mianyang City as follows:?.Evaluate supply and demands capability of emergency shelters services in Mianyang City at all levels.By the means of network analysis,this article,combined with the distribution of population density,analyzes the current supply and demand situations between the urgent emergency shelters services and fixed emergency shelters services,and then concludes the existing problems in spatial layout of emergency shelters in Mianyang City.The results show that the spatial distribution of emergency refuge in Mianyang city is unreasonable,the spatial distributions are uneven,the distribution of emergency shelters and population distribution is low and the service efficiency varies greatly.?.Optimize the spatial layout of the emergency shelters in Mianyang City.According to the current situation and relative regulations and rules,this article confirms the principles and factors in site selections of emergency shelters.It builds a site selection model of emergency shelters according to literatures studies,solves the optimization process based on Arcgis platform running the model of minimum facility numbers and maximum coverage areas,matches the current land utilization situations and target objects of Mianyang City,obtains the optimization solution on spatial layout of emergency shelters,totally confirms 13 sets of new-built or re-built emergency shelters.?.Rationality evaluate in optimization solutions on spatial layout of emergency shelters in Mianyang City.This article evaluates the rationality of optimization solutions from 9 characteristics in safety,accessibility and effectiveness perspectives.Based on the evaluation results,it proposes principles and suggestions on planning and constructions of emergency shelters in Mianyang City.The results show that the spatial layout of the emergency refuge in Mianyang city is more reasonable,and all emergency shelters are in good condition and moderate terrain slope.The overall service coverage of emergency shelters has reached 93.39%% of the coverage.Emergency shelters are located in a reasonable radius of service,except for a few places.The service area of emergency shelters reaches more than 88%%,and the overall service capacity is comparable to the social development and population growth,and can satisfy the long-term refuge demand of the residents in Mianyang city in the next long time.
