With the awareness of damage caused by marine oil spill accidents,many countries have carried out a lot of oil spill research.Developing oil spill emergency management research can provide scientific decision support for oil spill accident and reduce the loss caused by oil spill accident.In order to solve problems existed in oil spill emergency management,the dissertation has studied research of oil spill trajectory prediction model,oil spill resource scheduling model and GIS display technology.With the use of open source software,such as Geo Server,Open Layers and Postgre SQL we built a WebGIS platform to provide technical support for oil spill emergency work.The study achievements are as follows:(1)Designed oil spill solution technological framework based on WebGIS.Key open source technology used to build WebGIS platform were analyzed in this paper,and designed oil spill solution technological framework which included all technologies used to create oil spill response solution.(2)Realized oil spill trajectory prediction model.Oil spill trajectory prediction model is the important reference of the follow-up contingency plan.The dissertation studied the factors that affect the trajectory of the oil spill,and on the basis of previous studies selected oil spill trajectory model which can satisfy the demand of trajectory forecast.According to the theoretical we realized the oil spill trajectory prediction model.(3)Constructed oil spill resource scheduling model.Discussed the use of case-based reasoning technology and GIS technology in emergency resource scheduling model.Constructed a multi-objective and multi-resource scheduling model for oil spill contingency allocation of resources.In order to get the best emergency resource scheduling scheme we designed programming algorithm for the integration of land and sea routes emergency resources offshore oil spill.(4)Designed and realized maritime oil spill emergency decision support system based on WebGIS.Built WebGIS platform with the use of open-source software.The dissertation designed and realized maritime oil spill emergency decision support system based on WebGIS that could provide the simulation of oil spill,emergency resource scheduling and other functions and could get a complete solution for oil spill response.
