For project management, time is a resource with special meanings.Peter drucker said: "the man who can’t manage time, it will not be able to manage everything".Therefore, in the project management, the management of time is mainly manifested in the process of the project schedule management, namely through the efficient allocation of resources, ensure that the project can meet the expected targets task within a prescribed time.The progress of the traditional management techniques(such as CPM, PERT, etc.) have been exposed to some limitations in practical application and obvious flaw: such as planning, a comprehensive consideration of the constraint between resources conflict process duration was not fully aware of the human factor.Sparked safety time consumption at random, which can lead to negative effects, such as the schedule is out of control, insufficient resources, delay the construction period, etc., the static period out of balance control.Petrochemical construction project has the characteristics of oneness, professionalism, purpose and conditionality, in construction is how to effectively manage the project schedule, in order to achieve the profit maximization, will certainly to cause the extensive concern of the beneficiary.Especially in petroleum chemical industry construction engineering equipment retrofit overhaul, with large investment, short construction period and high standard system is complex, with the coordination of the characteristics of construction enterprise need in terms of personnel, resource supply, financial support to increase investment in order to ensure the realization of the effective period.But using previous schedule technology, often cause delays, or profit is negative phenomena appear.To avoid the occurrence of this phenomenon, only update schedule.The critical chain method is considering limited resources and working duration uncertain problems, on the premise and foundation of buffer setting and monitoring of key chain, and then the method to control the project schedule.Critical chain management basic idea is to build a whole optimization process, originated from constraints and probability theory.In the progress of the project plan, the priority analysis to the possible problem of resource constraints, and in the project implementation stage constantly optimize the under resource constraints of process management, make the whole project schedule, continuous improvement to achieve dynamic management of the project management process.The critical chain schedule management method compared with the traditional schedule management pay more attention to ponder the question from the Angle of the system, it is a traditional upgrade schedule management methods.This article through to the petrochemical construction project to study the real project, successively in critical chain method and traditional method to prepare the schedule network technology, and comparative analysis, and then clear the critical chain technology in the practical application of management of specific operation method, and organize the demonstration of the reasonable arrangement of project schedule and practical operability.
