Economic development depends on a large amount of fossil energy's investmen-t.This results in greenhouse gas emissions. Climate change is increasingly threatening the world. China as the biggest developing country in the world,it also experiences this situation that carbon emissions increase year by year because of the needs of econom-ic development. The control of carbon emission is imminent. With the development of economic globalization, global capital flows and a growing number of developed countries transfer their own industries to developing countries. These result in the pollution of the developed countries and also bring advanced technology to improve production efficiency. As a developed province, jiangsu province, its foreign direct investment proportion comes out in front of China. How foreign direct investment in jiangsu province influences the society is the key point of this study. Based on the direction,I study the effects of carbon emissions from the following several aspects in jiangsu province:(1)The evaluation index system of carbon emissions is established considering the economic level, industrial structure and the level of consumption such aspects as the level of industrialization.According to projection pursuit classification model, the carbon emissions factors are analyzed in Jiangsu Province from 2002 to 2011.which shows foreign direct investment affecting the carbon emissions.(2)The long-term equilibrium relationship between foreign direct investment and the carbon intensity is proved by panel data unit root test and cointegration test.(3) The spatial corrrelation of carbon intensity in Jiangsu province is tested by Moran I.Then the spatial regression model is established to study the relationship between foreign direct investment and the carbon intensity.(4) From the perspective of structural analysis, the carbon intensity factors are decomposed from economies of scale, structure technology spillover effects of foreign direct investment by the index decompositon method. The above analysis show that:foreign direct investment in jiangsu province has no positive influence on the carbon intensity from 2002-2011. Although foreign di-rect investment brings some technical advance and resource utilization,it has negative impact on carbon emissions in jiangsu province. Therefore we should be more cau-tious about the investment promotion and capital introduction. We should improve the system of foreign investment management and the investment environment, perfect the laws, standardize the competion of the market and actively adjust the current foreign policies, optimize the industrial structure. Besides these,we should also guide the foreign investment to the new low carbon environmental protection industry.Because of unbalanced development, the government should guide foreign investment to trans-fer from south to north. We can increase research investment, develop new science and technology, optimize industrial structure.
