In 2017, China is about to start the carbon market, in this context, this article chooses the carbon dioxide emissions of 30 provinces in China which is except Tibetas the research object, the data is from2002-2012.Using the extended STIRPAT model, we estimate the whole, the high carbon emissions area,the middle carbon emissions area, the low carbon area respectively. We want to analyze the influence about environmental regulation, energy price to the carbon dioxide emissions and compare the differences between different provinces. In addition, this article will separately analysis the Henan province, and give related suggestions.The results are as follows: the influence of environmental regulation on carbon dioxide emissions are positive, that is to say is the Chinese environmental regulation are effectiveness at present;Relative energy price is not the key factors that influences the carbon dioxide emissions; Employment positively influence carbon dioxide emissions; The effect of the technology are positive to the carbon dioxide emissions, indicating that it exits the rebound effect in China, which is namely that technical progress has increased carbon dioxide emissions; Exports positively effects the emissions of carbon dioxide;In addition to high carbon areas, coal consumption significantly positive influences the carbon dioxide emissions.
