Diperiodatocuprate(?) and ditelluratocuprate(?) as an oxidizing agent in this paper which oxidation of neopentyl glycol ? 3-phenoxy-1,2-propanediol ? 1,3-butanediol ?pentaerythritol?butylamine?isobutylamine?1,4-butanediamine. The kinetic of oxidation of organics by Cu(?) in alkaline medium had been studied by spectrophotomety. The reaction temperatures were controlled within the range of 20?-40? in the experiment. However, the reaction temperatures were controlled within the range of 25?-45? which oxidation of neopentyl glycol by diperiodatocuprate(?). The kinetic of oxidation of alcohols and amines by Cu(?) in alkaline medium. According to the experimental data results indicated that the reaction showed first order with respect to Cu(?) and also to neopentyl glycol?1,3-butanediol?pentaerythritol?1,4-butanediamine. However, the reaction order 1<nap<2 dependence in 3-phenoxy-1,2-propanediol ? butylamine ?isobutylamine. Morever, it was found that the reaction was fractional order in neopentyl glycol when the neopentyl glycol has been oxidized by ditelluratocuprate(?) in reaction system. According the experimental determination showing that the observed rate constants kobs increased with increasing concentration of the reducing agent, as decreased with increasing in [IO4-] or [Te O42-], and there is an good linear relationship. The dependencies observed rate constants kobs on [OH-], the kobs decreased with increasing in [OH-] when amine agent oxidized by diperiodatocuprate(?), it is different the oxidation of alcohols by diperiodatocuprate(?), while an good linear relationship, which may be related to different functional groups of the reducing agent. In addition, there were some of the salt effects with the dependencies observed rate constants kobs on ionic strength.Based on the experimental data and different factors influence of the observed rate constants kobs discussion, we propose reaction mechanism, which involves a pre-equilibrium before the rate-deteriming step, because diperiodatocuprate is antioxidant activity of species, there exists a protonated of DPC before the rate-deteriming, which dissociation of periodate to formed a more activity of Cu(?) ions. Thus, reaction rate equation were derived, the rate constants of the rate-determing steps and some activation parameters were calculated.
