Government Responsibility Research Of The Soil Pollution Governance In P City

Soil is the important natural resource for human survival and development, as a biological carrier of everything,its quality directly related to the safety of agricultural products and has far-reaching influence on the human being’s healthy. For the pasting few years, with the constantly advancement of industrialization and urbanization, the problem of soil pollution has become increasingly prominent. However, due to its characteristics like concealment, long-cycle pollution control, high costs, some local governments lack of knowledge and responsibility on soil pollution control, which seriously affect the quality of the soil, and threaten the health of the masses.Therefore, First, taken the study of the responsibility fulfillment condition on soil pollution of P City government as the object of the research, this paper used literature research and empirical analysis method, and consulted a large number of literature and media information. By ways of random sampling, we took interviews and investigations with related department staffs, citizen and farmers, such as, environmental protection department and department of agriculture and forestry. Comprehensively collected information about the current situation of the responsibility fulfillment condition on soil pollution and control of P city government and built the foundation for this paper. Second, this paper presented the local government’s responsibility on soil pollution control, and by interviewing with government officials, urban and rural residents on this issue, this paper analyzed the problems raising during responsibility fulfillment condition on soil pollution of P City government, and found the reasons. Third, Based on the above analysis and combined with the actual situation of P city, this paper proposed targeted scientific advice to improve P City Local Government’s responsibility for soil pollution control, and tried to provide the country with soil pollution control experience.
