In recent years, the economic benefit and social productivity of river basin has been sustained growth, which caused by the development and utilization of water resources, the planning and implementation, however, at the same time, it also has produced a certain degree of negative effect of basin water environment quality and ecological environment safety, that has seriously threatened the basin area water environment what people need to live by. A State Council plan on water pollution has been released recently,in a bid to increasing the intensity of processing.Therefore, we should on the basis of the integrated planning study of river basin water pollution prevention and control, analysising it objectively, systematicly and comprehensively, solving a series of problems which brought by the water pollution from the source, focusing on protecting the safety of drinking water source, as well as, developing a scientific and reasonable, economically feasible and technologically advanced new method of the comprehensive planning of water pollution prevention. Apparently, it has the realistic and urgent significance to ensure the quality of river basin water environment improvement and sustainable utilization of water resources, which is the point of the research field of water pollution control planning.The Yanghua river is the surface water system of main rivers in Jianyang,which is one of the important branch in the middle of the Tuojiang river,and also is one of the thirty two articles of the important-running watershed of the "notice" that issued by government. This paper take the water pollution prevention and control of comprehensive planning of Yanghua basin as the research object, to analyze basin water environment quality present situation and research water pollution control planning, through the field site survey, field sampling investigation and data analysis, etc. Finally, this paper come up with suitable methods and control measures for hilly area of water pollution prevention and control of the feasibility of comprehensive planning of river basin in Sichuan province,from water pollution monitoring data index, pollution source investigation results, the calculation of water environmental capacity and, etc. So that can we make a comprehensive planning of water pollution prevention more conforming to the requirements of the sustainable development, to achieve the unification of the economic, social and environmental benefits,and the key points includes completing the basic facilities construction of rural drinking water source reserves;building industry-enterprise sewage farm;standardizing the scale livestock and poultry breeding,building pool or septic tank,dividing the restricted and ban area;reducing the use of pesticide chemical fertilizer and the water pollution caused by farmland runoff;dealing the domestic garbage centralized,controling the rural non-point source pollution.The results prove that:(1) Water quality has obviously exceeds bid situation of Yang river basin, Which TN content that go beyond the surface water environment quality standard "(GB3838-2002) class III standard; chemical oxygen demand (COD),TP content and the permanganate index slightly overweight; ammonia nitrogen and number of fecal coliform are all meet the requirements. (2) Watershed area water environmental capacity surplus, at exit section of the red bridge of Yang river, potassium permanganate and TP index is negative, ammonia nitrogen capacity is positive. (3) Basin water source of drinking water location have potential risks, reserve isolation facilities and logo sign do not conform the requirements of the management regulations of the state. (4) Main pollution sources include labor enterprise, a town sewage pollution sources, scale livestock and poultry breeding, farmland non-point source, rural life sewage and garbage such six aspects. (5) Using the engineering treatment measures can make the quantity of pollutant reduction meeting the requirement of planning. (6) If we strengthen the management, supervision mechanism, and make full recovery and reconstruction measures in the process of planning implementation, the construction and operation will not cause irreversible effects on the environment.
