| Although the China has made great achievements in agriculture, but it facing the increasingly severe challenges in shortage of resources, environmental pollution and quality, safety, risk of agricultural products. Agricultural pollution has exceeded industrial point source pollution; it was becoming the first sources of water pollution and the main factors that threaten water quality. In order to solve the problems of agriculturalecological environment and promote the agricultural sustainable development, Chinese government and the related departments have begun to increase the intensity of treatment at agricultural non-point source pollution. They have announced a number of agricultural environment policies and systems.Good environmental policy can bring good environmental benefit and social benefits, can effectively controlling the deterioration of the agricultural non-point source pollution. Establishing and providing the agricultural environment policy performance assessment methods, the whole process of policy implementation for the integrated assessment can judge whether its environmental performance in all stages achieved the expected goals and effect. The more important, it can base on their assessment results to adjust policies and measures to help it play its due role. This article on the basis of advanced experience from foreign environmental performance evaluation, through theoretical research of policy assessment and comb our evolution of agricultural environment policy, using a mixture of quantitative and qualitative method, based on AHP-fuzzy comprehensive evaluation to build our performance appraisal system of agricultural environment policy. At the same time, empirical study on assessment system by using treatment effect of agricultural non-point source pollution in Taihu lake basin. According to assessment results in demonstration area, ask questions of our agricultural environment policy and development suggestion. This article consists of seven parts.The first chapter is introduction, discusses the research background, research status at home and abroad, research thinking, research contents and methods, innovation and insufficient of agricultural environment policy performance assessment. The second chapter is theoretical framework to study agricultural environment policy performance assessment, discusses the correlation theory of policy and policy assessment, the concept of environmental policy and environ-mental policy system, the theoretic theories of agricultural environment policy performance evaluation in China. The third chapter is analyzing the Chinese agricultural environment policy evolution and results, discusses the develop situation of Chinese agricultural environment policy, and then carried out an brief per-formance analysis. The fourth chapter is architect the agricultural environment policy performance assessment model, elaborated the design principle, standard in evaluation index system of agricultural environment policy. Based on AHP-fuzzy comprehensive evaluation to build Chinese performance appraisal system of agricultural environment policy and made the model analysis. The fifth chapter is empirical analysis of agricultural environment policy performance assessment in Taihu lake basin. Using the method of AHP-fuzzy comprehensive evaluation to single factor and comprehensive evaluate the agricultural environment policy in Taihu lake basin. The sixth chapter is recommendations for Chinese agricultural environment policy. Based on area evaluate results, discusses the Chinese agricultural environment policy problems, forward some innovation development suggestions in policy theory to support for Chinese.
