As China put more effort on the environment regulations, each petrochemical enterprise faces the onsite inspections of equipment with fixing and mounting from personnel, who are the local governmental environmental administration. The restricted effect of environment policies makes the job of environment protection more numerous and heavy. At the same time, In order to protect the environment, the quality of petroleum are getting better and better. More and more developed cities meet the national V-level Quality on petroleum, but the quantity of production still does not attain the current demand, the improvement on current equipment is needed desperately. A new, advanced and technological project should be implemented for adapting the reformational national regulations to refine more and more good quality of petroleum product.Base on liquidizing remnant assets, reducing cost, increasing efficiency, and scientific environmental protection. The article illustrates by using the idle alkylated equipment, building more assorted waste acid regeneration equipment to neutralize the acid that is generated by alkylated equipment, meanwhile, regenerating pure sulfuric acid as the main resource of supply on alkylated production from the waste acid generation equipment, to form a closed loop production system.For studying more developing and environmental waste acid regeneration technology, the author investigated the history of sulfuric acid production, regeneration technology and then employing two most developed and good quality proposals, which are wet and dry contact processes of sulfuric acid productions.In the end, utilizing value engineering theory, the two proposals on waste acid regeneration are both feasible. Base on technology maturation, reliability, production process, investment, quality of the acid product, the coefficient of acid and thermodynamic recovery, occupancy of spaces, consumption of energy and waste emission, etc within the nine factors, to assess the functionality. Using the experts evaluation, reckoning the importance of function on each parts, and comparing assessment values of both proposals, at last, recur to cost coefficient, the better proposal is made that is wetting process of sulfuric acid production, in addition, through the process to judge the whether the proposal is a good investment for West Pacific Petrochemical Company LTD.Dalian, which providing forward-looking advice on the following 13 th Five-Year Plan.
