Research On The Coupling Of Ecological And Economic Construction In The Linxia Hui Autonomous Prefectures

Economic development is an emphasis work in Lin Xia Hui Autonomous Prefectures,but the fragile ecosystems and the widely poor regions which is severely restrict the sustainable development of Lin Xia areas.Ecological and environment is not a good coupling.However,Lin Xia Prefectures are special on geographical position.It’s a very important ecological defenses for Gansu province even in the whole western region.So its sustainable development is not only about the zoology benefit and economic benefits of itself but also the problem left to be solved of Gansu sustainable development.The research on the coupling of the economic and environment in Lin Xia belongs to the crossed and marginal research field.This article based on the ecological economics,the theory of sustainable development and nationalistic economics theory as the guidance.According to use the qualitatively analysis and quantitative analysis comprehensively,field research and literatures consulting comprehensively.Includes the economic development and environment protect as a whole coupling system.Firstly study the development of Lin Xia in recent years from time series and spatial series and found that the economic development in Lin Xia is worse than the average level of whole province.It is at the low level development level.The ecological environment is also deteriorating and there are many environment problems restricting the development of economic,such as soil erosion,vegetation degradation,lacking of water,water and soil erosion and retreat of self-constraint ability of water and soil.There are many minorities in Lin Xia,most of the Hui minority and other special minorities such as Dong xiang minority,Bao an minority and Ji shi shan minority.They all believe in Islam.Islam’s traditional culture has a lot of concepts about the ecological harmony.According to these concepts can promote the development the environment and economic in Lin Xia areas.It shows that the coordinate development between the economic and environment in Lin Xia is not optimistic by calculating the degree of coupling coordination.In which Linxia city,Yongjing are of harmonic coordinating development,Linxia county are of reluctant harmonic coordinating development,Kangle and Guanghe are of moderately discordant and He Zheng,Dongxiang,Jishishan are of serious discordant.To achieving the optimum coupling between environment and economic in Lin Xia,we must to go the way of circular economy and ecological economy.Such as developing eco-industry,eco-agriculture,eco-stockbreeding and eco-tourism etc.Finally,we put forward that imposing the ecological compensation,enhancing people’s education quality,imposing the ecological immigrant protect,adjusting the industrial structure that has their own national characteristics,government change their ideas and i nnovation the syst e m,building eco-econ omy infor mation syst e m etc to ensure t he Lin Xia achieve the sustainable development between environment and economy.
