Study On The Pricing Of Initial Emission Rights For Industrial Enterprises In Jiaozuo

With the development of economy and the improvement of people’s living standards,the problem of environmental pollution is becoming more and more serious.How to solve the contradiction between economic development and environmental protection is a major problem in our country.As an important means to solve environmental problems,emission trading can effectively reduce the total pollutant discharge,reduce the cost of pollutant treatment,optimize the allocation of resources,and achieve win-win situation of economic development and environmental protection.As an important part of the emissions trading,the price of the initial emission rights is not only related to the effective allocation of emission rights,but also to the active level of the emissions trading market,which is an important condition for the smooth implementation of the emission rights trading.At the same time,the industrial enterprise is the main body of the compensation for the use of emission rights,so it is important to study the pricing of initial emission rights of industrial enterprises.On the basis of extensive reading relevant literature,this paper first defines the concept of emission rights and emission trading,expounds the relevant theoretical basis,and analyzes the current main resource pricing methods,combined with the current situation of pollutant discharge and the current situation of compensation for the use and trading of emission rights in Jiaozuo City,and then selected the shadow price method as the initial emission rights pricing method,and analyzes the pricing principles and the need to take into account the pricing model.Then,under the guidance of the basic principle of the shadow price method,the enterprise benefit maximization as the objective function,the emission rights index as the constraint conditions,the establishment of mathematical programming,the establishment of the initial emission rights pricing model,and the introduction of Lagrange equation to solve the pricing model,the Lagrange multiplier is the shadow price of a certain kind of pollutants in the enterprise,finally,obtaining some pollutants of shadow price of an enterprise shall,in accordance with the proportion of pollutants discharge weighted summation,get some pollutants of price of initial emission permits a certain industry.Then,in order to verify the correctness of the model,this paper takes Jiaozuo electric power industry as an example,using the pricing model to calculate the price of sulfur dioxide emissions in the power industry,and finally get the price of sulfur dioxide emissions in the region’s power industry is 2712.32 yuan / ton,and the price of the initial emission rights of sulfur dioxide in this paper is analyzed,which is based on the price of emission rights in the pilot provinces and cities.In addition,the paper finally puts forward some suggestions to optimize the compensation for the use of emission rights in Jiaozuo City,and to improve and develop the system of the compensation for the use of emission rights in Jiaozuo city.
