When social economy develops to a certain degree,the demand of high quality ecological environment will be gradually over the needs of economic development,beyond the critical point of demand,the good protection of survival external environment will become more prominent,but the environmental pollution and ecological damage caused by the polluting enterprises are still very serious.In this paper,taking Fujian Province as an example,from the county level,subdivision of different types of polluting enterprises(enterprise wastewater pollution,solid waste pollution enterprises,heavy metal pollution enterprises,aquaculture,etc.),more microscopic observation in the location of different types of pollution enterprises distribution status under the environmental regulation with ArcGIS9.3.Combined the relevant theoretical basis,explore the driving mechanism of polluting enterprises location choice,explore the driving factors of location choice with the qualitative and quantitative combination method,construct the spatial economic model,in-depth analysis the driving factors of polluting enterprises.In order to provide a basis for the government to predict the location choice of different-types of pollution enterprises,to provide a useful reference for the governance of the local government in Fujian province and the establishment of effective environmental regulation.Through this study,the spatial distribution characteristics of pollution enterprises in Fujian province showed the following characteristics:(1)Polluting enterprises mainly concentrated in developed coastal areas,Moran ’s I index is 0.46,the three zone:coastal Fujian,Fujian coastal and Sanming City;(2)There are significant differences in the distribution of different pollution enterprises,wastewater and heavy metal pollution enterprises gather significant feature space,Moran’ s I index were 0.32 and 0.41,air pollution enterprises scattered;(3)In the local spatial distribution,exhaust polluting enterprises and heavy metal polluting enterprises have the local space agglomeration,form the three Agglomeration area:Xiamen-Jinjiang,Changle-Putian and Datian-Youxi;Based on the above conclusions,with the analysis of driving factors in location choice by Fujian enterprises pollution spatial econometric model,we found that:(1)the driving force in order is:economic environment factors,environmental regulation factor,industrial agglomeration factor,market factor,cost factor and human resource factor,the coefficients were 0.31,0.22,0.18,0.14,0.11 and 0.06;(2)Combined with type of polluting enterprises,it is found that different types of pollution enterprises driving factor exist significant differences,environmental regulation and industrial agglomeration are the strongest driving forces factors of heavy metal pollution enterprises,and water pollution enterprises is mainly affected by economic environment,the driving force of atmospheric pollution enterprises is equilibrium,which is consistent with the status of enterprise location.Based on the central idea of micro economics,according to the research findings,polluting enterprises governance should pay attention to the polluting enterprises professional classification management,further strengthen regional environmental regulation ability especially the regulation policy in line with the pollution characteristics and strengthen regional linkage of pollution,improve the scale external economies from energy-saving emission reduction,improve the ability of technology spillovers,reduce the damage to the environment from polluting enterprises,promote the effective allocation of resources and sustainable development.
