The Development And Perfection Of China’s Environmental Administrative Responsibility System

Environmental administrative responsibility is a kind of responsibility punishment system in our country in dealing with environmental pollution and ecological damage,and imposes corresponding sanctions and penalties for different actors.The effect of governance environmental problems is clearly the responsibility of accountability,which has aroused widespread concern and wide attention of society.In the new period,the new development of China’s environmental administrative responsibility system has realistic and objective necessity,which can effectively regulate the environmental problems and provide important legal system guarantee for the healthy and orderly development of China’s environmental protection cause.This paper studies the new development of China’s environmental administrative responsibility system,starting from the basic theory of environmental administrative responsibility,summed up the environmental administrative responsibility system of different actors,the main environmental management and environmental management counterparts to these two different subjects as the main line research.At the legal level,the focus on the environmental management of the relative control,the analysis of the new legal provisions,in recognition of its achievements under the premise of its inadequacies to refine the norms in order to better in real life Use and implementation;in the relevant system to improve the level of environmental management to carry out the main norms of guidance,combined with the relevant new system of China’s environmental administrative responsibility system for continuous development and improvement.This paper studies the environmental administrative responsibility system in our country from a broad perspective,including the legal level and the institutional level,and the organic integration of the two,the purpose is to constantly regulate the development of China’s environmental administrative responsibility system,and thus promote the construction of China’s environmental protection legal system,Supervise the government departments in environmental protection law enforcement responsibilities and urge the transformation of production concepts,and jointly promote the construction of ecological civilization and environmental protection in the new period of healthy and orderly development and standardized and effective operation.
