China is a country with many environmental accidents. The economic losses caused by environmental accidents are numerous each year. The frequent occurrence of environmental accidents has bad influence on life safety and living environment. Environmental accidents are inevitable, so one achieving the disaster condition evaluation, disaster area monitoring and rescuing operation is important for search and rescue work. UAV has many advantages such as convenient flexibility, high mobility and carrying capacity, which can be used for disaster area monitoring and data collection. UVA can also reach some dangerous disaster area and provide valuable data for rescue work. The numbers of disasters relief materials are huge and disaster area usually can’t provide enough warehouses to store disasters relief materials, so the studies of post-environmental accidents analysis and emergency resource scheduling model are imperative.The paper focuses on the multistage emergency materials allocation based on the real-time monitoring data from UAV. Considering the dynamic changes of environmental disasters relief materials cause by the real-time monitoring data from UAV, the responding time of emergency materials is set as major variable. The dynamic change model of emergency relief materials allocation is established and the model solving algorithm is also given. Compared to traditional emergency relief materials model, dynamic change model of emergency relief materials allocation has many advantages such as less scheduling time and system losses. At last,the research conclusions and prospects are given for further research.
