With the global climate getting worse, countries around the world have taken various measures to reduce greenhouse gas emissions such as carbon dioxide,in international trade, some countries have proposed to reduce carbon emissions in trade by imposing carbon tariffs.China is a big manufacturing country, the foreign trade of manufacturing has a great effect on the rapid development of our economy,China’s manufacturing industry is increasingly important in the global manufacturing trade. But we must also see the problems existing in the development of China’s manufacturing industry, the energy consumption of China’s manufacturing industry is enormous, the utilization efficiency of energy is low,the product’s carbon footprint is very large,if developed countries such as the United States and Europe impose carbon tariffs on our manufacturing export products, the export trade of manufacturing will be severely affected.Throughout the paper, the paper consists of six parts. The first chapter is the introduction, first of all, this paper expounds the research background and significance of this research, and reviews the research on carbon tariffs at home and abroad. And then introduces the main content, research methods and writing framework of this article, and points out the innovation and shortcomings of the article. The second part analyzes the relevant theories and economic effects of carbon tariffs.First, explain the concept of carbon tariffs, points out that carbon tariff is the developed countries to set up new green trade barriers for developing countries, and then analyze the economic effects of carbon tariffs, points out that carbon tariffs will reduce the trade between the two countries and reduce the national welfare of a country.Through the analysis of the theory and economic effect of carbon tariff, builds the rationale for this article research. The third part analyzes the current situation of China’s manufacturing export trade and the carbon emissions of export trade, including two sections. The first section analyzes the development of China’s manufacturing industry,by looking up the database and the statistical yearbook,we find that our manufacturing industry has four characteristics: the scale of export trade is expanding, and the status of the international market is rising;export market diversification;improving the structure of export commodities;manufacturing energy consumption is large. In the second section,we analyzes the carbon footprint of our manufacturing export trade, uses the carbon emissions coefficient method to calculate the carbon dioxide emissions of China’s manufacturing from 2000 to 2014,we can see the amount of carbon dioxide manufacturing is rising year by year. And then uses the input-output analysis method get 16 segment manufacturing export trade carbon emissions,by adding up,we can get the total amount of carbon emissions of manufacturing export trade. We can see that as the manufacturing export trade grows rapidly, the carbon emissions of manufacturing export trade is also increasing. The fourth part theoretically analyzes the potential impact of carbon tariffs on the export trade of China’s manufacturing industry,Through analysis,it is found that the carbon tariff will increase the export cost of goods, reduce the export trade volume of the manufacturing industry, affect the export commodity structure and affect the technological progress of the manufacturing industry, deteriorating the export trade environment, affecting the domestic employment rate. The fifth part uses the method of econometric analysis to analyze the potential impact of carbon tariff levy on China’s manufacturing export trade. In this paper, the United States on China’s manufacturing exports of carbon tariffs as an example to analyze the impact of carbon tariffs levied on China’s manufacturing export trade.Empirical research shows that if the US impose carbon tariffs on imported products,China’s manufacturing industry will have a significant negative impact on US exports, while carbon tariffs will also affect China’s export commodity structure, affecting the technological progress of enterprises, resulting in unemployment, affecting national welfare, this is consistent with the theory of the article. Finally, summarize the whole paper, and put forward the corresponding policy suggestions from the national level, industry perspective and enterprise level. The state should step up efforts to conserve energy and reduce emissions, state China’s position at the international climate change conference. In the process of development, manufacturing industry should speed up industrial convergence and change the traditional mode of development,at the same time, the country need accelerate the construction of the domestic green industrial park, forming the crowding effect.Enterprises accelerate the introduction and innovation of low-carbon technology.
