Study On The Legal Problems Of Water Treatment In Xiangjiang River Basin

In recent years,the water pollution of river basinin China is becoming worse and worse,water is the source of all things,so the treatment of water pollution is imperative.The water is flowing,so is the water pollution.They will not stop flowing because of the division of administrative area.Therefore,it is more practical to manage water pollution in river basin than in the division of administrative area.Accordingly,managing water pollution has become the focus and hot spots of the current academic research.Xiangjiang is the mother river of Hunan province,and the local people rely on Xiangjiang for their development and life.However,with the economic development and over-exploitation,the water pollution Xiangjiang is becoming worse and worse,especially heavy mental pollution.The heavy mental pollution ranked the forefront of China,and pollution emissions is far more than the second place.In 2011,the State Council take Hunan Provinceas key areas of the treatment in heavy mental pollution.The first part of this article is the introduction,mainly elaborating the background of writing,research significance,methods and content.The second part starts from the present situation of water pollution in Xiangjiang,and puts forward that the pollution of Xiangjiang is divided into three aspects: heavy metal pollution,urban life pollution and rural agricultural pollution,and analyzes the characteristics and the reasons of water pollution in Xiangjiang river.The third part mainly analyzes the causes of pollution from the legal view,and points out the legal and institutional problems in the process of water pollution treatment in Xiangjiang.The fourth part is a detailed introduction of the Mississippi River Basin in the process of water pollution treatment.The last part is the focus of this paper.Based on the experiences of the Mississippi River Basin,it puts forward the solutionto solve the existing problems in the process of water pollution treatment in Xiangjiang.Based on the analysis of the existing problems in the process of water pollution control in Xiangjiang River Basin,this paper draws the following conclusions:Xiangjiang River Basin should improve the legislation system of water pollution treatment,and improve the ecological compensation system and the total amount of sewage control system,and reconstruct the management system of water pollution treatment.To guide the public to participate in water pollution treatment,and increase the responsibility of water pollution and so on.
