Coal is one of the main resources of our country. In recent years,China's coal industry is gradually developing towards a high efficiency-low consumption and more securer and scientific production direction. However, as the coal-mining geological conditions and natural conditions are becoming worse emergency rescue is more difficult in practical work. In addition, owing to the sort history of our emergency rescue system, the problem, which the rescue power is very weak, is particularly acute when we suffer severe and very serious accidents.Meanwhile, the operability of emergency plans isn't strong, information degree of the emergency rescue command system is very low in some local businesses are also the main issues in emergency rescue.Base on the current researching condition of emergency rescue in China, the paper discussed the background, significance and development prospects of the subject. So we concluded that it is necessary to develop this APP for the coal mine emergency rescue system. Then, the paper described the concept of the coal mine emergency rescue system, explained the subsystems' classification and their interconnections. According to the developing tendency of coal mine emergency rescue, in combination with the smartphone's advantages, such as easy to bring and install the software, the paper finally developed a software. In order to design the APP, the paper referenced the data of Long Dong Coal Mine's emergency rescue system.In the design process, the author used Objective-C language on Xcode platform. This APP includes five function models: the emergency preparedness plans, rescue information management, emergency training exercises, rescue force address book and system management. Finally,through the users' feedback, we can find more safety problems in the production work. And it's conductive to improve the safety work and perfect the APP's functions.When the accidents happened, users can utilize the APP to master the development of disasters, the emergency plans, rescue information and emergency address book in time. So the rescue workers can make the emergency decisions and organize rescue activities quickly and effectively. It's really a very practical application for emergency rescue and coal mine monitoring and controlling system. However, limited by time and experiment condition, the application must have shortcomings to improve better.
