| Taihu basin is located in the south of the Yangtze river delta. It is in the south of the Yangtze river,the west of the east China sea,the north of the qiantang river,the east of tianmu mountains and the mount maoshan.The basin area is 36895 square kilometers.According to the administrative region division,taihu basin contain jiangsu province,zhejiang province,anhui province and shanghai Jiangsu province has 19399 square kilometers in the taihu basin, accounting for 52.6%; zhejiang province has 12095 square kilometers,accounting for 32.8%; shanghai has 5176 square kilometers,accounting for 14.0%; anhui province has 225 square kilometers, accounting for 0.6%.The economy of taihu lake basin is developed.It is one of the most densely populated region.Strategic advantage is prominent and the geographical position is important.Taihu basin has super-large city Shanghai,many large cities and the rapid development small cities and towns, for example,hangzhou, suzhou, wuxi, changzhou,zhenjiang, jiaxing, huzhou. It has formed a complete level, population structure increasingly reasonable urban system, the urbanization rate of 72.6%. According to statistics, in 2015, the industrial added valuethe of the taihu lake basin is RMB 2.495254 trillion.Its GDP is RMB 6.6884 trillion.It is accounted for 9.9% of national GDP.Its population is 59.97 million , accounted for 4.4% of national population.Its GDP per capita is about 112000 yuan and is 2.3 times compared with the country’s GDP per capitas. However,with the progress of the society and the rapid development of economy, the water quality of the Taihu Lake basin is becoming more and more serious,the problem greatly affects the normal production and life.People’s environmental awareness has been strengthened.The government and society have paid great attention to the management of water pollution in the Taihu.Especially in 2007,Wuxi Taihu water pollution caused a serious problem that drinking water was contaminated.To control the water collution ,the central government and the local government launched a lot of work and achieved certain results, but the fundamental turn for better of the Taihu water has not appeared until now.Pollution control is also facing many problems. The situation is grim and the task is extremely hard.At present,the governance of water pollution in China mainly follows the following pattern: the relevant departments of the central ,the provinces and the cities government organised and inquired the situation of water pollution.Then they proposed the governance content and objectives according to the type of pollutants.They send the task books to the local government in the name of the central ,the provinces and the cities government. They required the local government to control water pollution.During the governance of water pollution,the relevant departments supervised and supported the local government.Also,the relevant departments assisted the central and provincial governments to assess,reward and pinish the local government.In the process,relevant government departments and local governments compiled related schemes and plans according to work needs.Partial large hydraulic and pollution project were build by the relevant departments of the central,the provinces and the cities government,the local government cooperated the departments.Overview the existing studies about water pollution of the Taihu Lake ,we can find simply that studies are focus on the analysis of macro - system and the means of microtechnology.The analysis of macro - system is focus on that how to set up coordinating agency and how to urge related governments and departments to control the pollution.These studies ignored the angle of the prefecture-level cities. The prefecture-level cities play a chained role when various forces are governing the water pollution.The prefecture-level cities are the major force which can decide the result of the work.When the prefecture-level cities control the water pollution,they are short of scientific basis and system guidance. So many governance work are very inefficient.Therefore, this article will put the administrative division of Wuxi as the research scope.This article will research the master water pollution in Lake Taihu ,research the present situation of governance and analyze the policy and requirements from the government at a higher level and the coordination agency .At the same time ,this article mastered the inadequate which are found during the governance process based on the theories home and abroad.Also,this article puts forward some improved measures and fills the void of recent studies tentatively.This article mastered the pollution in the Taihu Lake and the current treatment measures by the methods of site investigation and empirical analysis.It analyzed the policy and requirements from the government at a higher level and the coordination agency and learned many from the research results both abroad and at home by literature review research.It mastered the inadequate which are found during the governance process and put forward some targeted improved measures by theoretical deductive method.This paper states that Wuxi need to set up collaborative governance institutions during the process of the Taihu Lake governance.It needs to integrate power and resources from relevant regions and departments .Collaborative governance institutions need to be empowered. Wuxi Municipal Peoples Congress and government need to further improve laws and regulations and to strengthen the implementation of laws and regulations.In the meantime,Wuxi needs to strengthen the supervision and assessment of governance institutions,to strengthen information sharing between the diffient departments and to establish a long-acting infrastructure construction and management mechanism.Also,it needs to step up publicity efforts and to improve people’s awareness of environmental protection. |
