Study On The Asset Value Evaluation Model Building Of Ecological Wastewater Treatment System Based On Emergy Theory And Bing Applied

As city water pollution emerging solutions,ecological sewage treatment system has become the focus of government and social capital cooperation in the field of public service.Asset value evaluation of public service projects of public and private partnerships to prevent the loss of public assets and achieve the greatest social and economic benefits during the transition phase.According to the mode of public-private cooperation project,the assessment of ecological sewage treatment system focuses on the use value judgment and prediction,during the transition phase,then the exchange value would be right.Ecological sewage treatment system belongs to the ecological assets,the existing evaluation methods exist some problems,on the one hand,the assessment method lack of scientific explanation to the complex relationship between the structure,service and the process of ecological system,on the other hand,most evaluation methods is based on a time section,the static balance model is good at analying physical quality and the value of ecosystem services,not the moving trend.These problems have hindered the development of ecosystem services.This study uses emergy analysis theory and time series analysis method,based on the superiority of emergy theory in the evaluation of complex system,inspect energy logistics,amplification and mutual influence of system,analyze the ecological sewage treatment system and establish using value evaluation index system from 4 dimensions include operation efficiency,resource structure,functional stability and environmental safety.At the same time,this paper puts forward the concept of fixed energy input,flow energy input and the method of correcting emergy index and data processing,the resultsof time series analysis are optimized,and the dynamic value evaluation is realized.Finally,taking Xiangfen County artificial wetland sewage treatment system as the case,collect operation data of the system since the trial operation in July 2009 to December 2013.The evaluation model and data processing method are used to assess the value of case,then explained the results.Reviewed the proposed model according to the case analysis process and results.
