| With the shortage of resources and high economic growth,marine resources and marine ecological environment have been a serious threat by land resources,increasing pressure on the coast.It is urgent to develop the marine resources scientifically,and to control the terrestrial pollution that one of the most urgent tasks.The management and behavior mode of subjects have influence on effect and quality of the governance,and adjust the behavior interaction among the various subjects is an effective way to improve the land pollution.Integrated using the theories and knowledge of management,sociology,oceanography,economics,statistics and so on,this paper combines theoretical analysis and case solution based on the theories of game theory,role theory,marine ecological management theory and stakeholder theory.From the perspective of traditional governance subjects,it studies the behavioral interaction of subjects according to the experience from Japan.In the first chapter,from the origin of land-based pollution,the serious of land-based pollution and the importance of governance subjects are pointed out.The relevant research on land-based pollution control is also discussed,including legal policy,governance structure,punishment and reward protection mechanism.Secondly,it summarizes the game theory,role theory and marine ecological management,which paves the way for the analysis of the interaction of the main subjects in land-based pollution governance.The second chapter summarizes the development process of interaction between government and enterprise in land-based pollution governance.Based on the game theory,the government and enterprises take a balance of benefit and chose behavior before and after land-based pollution governance.Based on the role theory,the third chapter analyzes the distribution and selection of the role for the public and the government in the management of land-based pollution,analyzing the causes and consequences of the behavior from the internal and external factors,also including the psychological contradictions and conflicts between the public and the government,whose choice between the public interest and personal interests.The fourth chapter summarizes the internal and external influences of behavioral interaction between enterprises and the public in land-based pollution governance.It is based on the survey and interview of students who are the analogy to public as the starting point,using statistical software for factor analysis and text analysis.In the fifth chapter,it takes there construction about seaweed field of Tokyo bay as examples.And the effect presented.It summarizes behavioral interaction patterns and changes among stakeholders of coastal management and river management in Japan.The behavior and the division of labor between stakeholders influence b ehavior of each other.In chapter 6,suggestions and measures are put forward to improve the behavior of enterprise and the government,the role of public and government,the behavior of enterprises and the public.In order to improve the patterns of interactive behavior about subjects in the land-based pollution governance.In the seventh chapter,the main research of this paper is summarized and introspected.And relevant innovations and prospects are given for the future research work. |
