Research On Dalian Public Health Damage Liability From The Perspective Of Environmental Justice

With the increasing scale of dominant economy industrial development in our country,the environmental pollution aggravates,the environmental pollution caused by damage to public health problems are gradually concerned by the society,the contradiction between induced environmental pollution and public health damage to many social problems.To reduce the public health damage,the responsibility to determine is the focus of our country in solving public health damage liability problem,the existing policies and regulations,single agency system is not perfect,especially in the main responsibility to force from the source to prevent damage and how to carry out the construction of public health system and to solve the serious social damage there are many problems such as insufficient and needs to be optimized by the system of responsibility system.This paper presents the main responsibility of the cooperation can not be a single,multi departments;at this stage is mainly dominated by the government,there are aspects of the initiative did not fully mobilize the other main responsibility in the society and analyze the problem.In view of the problems existing in the public health damage responsibility system at present,this paper aims to design and construct a scientific and reasonable public health damage responsibility system for the purpose of research,and then give the relevant departments for reference.Mainly adopts the literature law,comparative research method and social investigation method,and studies the public health damage responsibility of Dalian from the perspective of environmental justice.First of all,the research achievements at home and abroad with the responsibility of environmental pollution related public health damage as a reference,respectively in the environmental monitoring departments,medical institutions and other departments to collect data of public health damage;and the government issued policies and regulations of environmental management,environmental protection departments for inspection and selection interview;Dalian general public,including health is not damaged,damaged health,low education,research and other multi-level,various types of sample questionnaires and recovery.Secondly,in the city of Dalian,the current public health damage liability system on the basis of investigation of environmental pollution monitoring and damage identification picket public health and public health security damage relief and other aspects of responsibility for the integration of analysis results,the current Dalian city public health damage responsibility is not accurate,that the lack of public health damage effectiveway of public health damage following treatment is not properly.It is concluded that the system of public health damage liability in Dalian has not been systematized,and the method of treatment has no integrity and coherence.Therefore,from the emergency,early warning,evaluation,supervision,protection,integrity and so on,we should build a practical and effective public health damage responsibility system to solve the problem.
