Research On Comprehensive Improvement Project Of Rural Environment

After more than 30 years’ construction,with the implementation of the reform and opening-up policy,China has made great changes.Chinese economy developed rapidly and the living standard of Chinese people increased universally.At the same time,however,the public realized that the more and more serious environmental problems had become the main problem to improving the standard of people’s living environment.Especially,in the countryside,the environmental problems should be solved immediately.The central file no.1(2013)put forward to strive to build a beautiful countryside.The fifth plenary session of the 18 th central committee strengthen the construction of ecological civilization into the national five-year plan.To achieve the goal of building a beautiful countryside,we must speed up to solve the problems of rural environment.That is what we discuss.Taking Wuji county in Hebei province as a case study,this article based on the actural situation.I understood their true feelings about the comprehensive improvement project of rural environment.I tried to find out the reasons for the difficulty of governance and came to a conclusion.I hope that this paper may provide beneficial guidance on the environmental governance in the beautiful countryside construction.Wuji county had taken a series of measures to solve these problems.It shows that surface water environmental quality improved significantly,increase rural environmental infrastructure investment and the ambient air quality is good.However,Wuji county environmental governance is still in its infancy.The pollution of leather processing industry can’t be ignored.The lack of environmental protection and planning personnel,the less awareness of environmental protection in the village and the lack of enthusiasm of farmers make it hard to maintain the governance achievements.It is the lack of money that hinders the development of environmental governance in the beautiful countryside construction.The author combined the good experience of relevant countries and regions,and put forward some corresponding measures: changing the governance model of corporate sewage;strengthening environmental education,to improve the farmers’ environmental awareness;increasing the investment on environmental construction,to improve the finacing mechanism;establishing village evaluation mechanism,to improve the functions of the government;cultivating college student village officials and advanced youth,to give full play to the advantages of rural human resources nowadays.
