Water is one of the important natural resources which influences human survival and development.It is an important basis for ensuring the sustainable development of social economy.In addition,it is an important controlling factor in the full implementation of ecological civilization construction.In recent years,with the growth of public awareness of environmental protection,to ensure the supply and the safety of drinking water has become a focus of the government on guarantee people's livelihood.This paper takes Shihe Reservoir of Qinhuangdao City as the research object.It can be concluded that the water in the Shihe Reservoir is in the state of moderate eutrophication after analyzing water quality and evaluating the eutrophication by using single-factor evaluation method,pollutant-index evaluation method and reservoir-nutrient evaluation.Besides,the total nitrogen index of the water only meet the five-class standard,which has become the decisive factor affecting the quality of the water.Moreover,as one of the routine index,COD index also need our attention for it stays in the moderate pollution in the few months.According to the field measurements of hydrologic data from River-Surveyor M9 instrument,plus,the survey data of weather,water and pollutants,we establish a WASP water quality model of the upstream water in the Shihe Reservoir,set the model parameters,and verify the applicability and parameters of model.We get the average simulation error values of COD,ammonia nitrogen,total nitrogen corresponding to 15%,17%,14% respectively,and the simulation results reflect the actual changes of pollutants well.Then,we make the water quality prediction with the combination of emission reduction targets from Environmental Protection Bureau of Qinhuangdao City,arriving at the conclusion that the index of COD and ammonia nitrogen meet the requirements of water quality but index of total nitrogen is still exceeded seriously.We make the water environmental capacity calculation of Shihe Reservoir,using the completely steady-state water quality model,and combine its present water quality indicators.Innovatively,we propose the environmental capacity correction of ammonia nitrogen water.Therefore,we get environmental capacity values of ammonia nitrogen water which are closer to the actual situation.In the paper,we summary systematically every coefficient values of non-point source pollution in the northern China firstly,and then calculate the total amount of non-point source pollution.It is found that Shihe Reservoir still allows discharge COD 2546.45 tons per year,ammonia nitrogen 21.80 tons per year.Therefore,we find that the reductions of total nitrogen indirectly should be 88.55%,which can have a good result by predicting.In the end,we analyze the results by the method of equivalent standard pollutant loads,proposing the concrete pollutant control measures focusing on point source pollution and non-point source pollution,according to the actual situation of Shihe Reservoir.In the meantime,we also propose several water source protection schemes in detail,including ecological restoration project,ecological construction project,construction project of early warning and monitoring system,construction project of emergency capability and construction project of environmental management ability,which consequently ensure the sustainable development of water source.
