The Research Of Risks On The Specific Qinzhou West-river Sewage Treatment Project Which Has Been Invested By Bot-mode

This paper mainly provides analysis on the characteristics of sewage treatment projects and theories of its risk management on BOT-mode projects.It also explains potential risks and corresponding solutions for the project of the specific qinzhou west-river sewage treatment plant which has been invested by BOT-mode.This paper introduces the status of China's city public sewage treatment projects,and describes the problems that have been existed in that industry.In the recent years,China has already been build a lots of BOT-mode sewage treatment plants,their technology and management levels improved increasingly.However,a fully research on how to relief potential management risks for a special project there is still insufficient.This paper take some discussions including how to recognize risks,how to evaluate risks,and how to control risks,etc.And then,the paper aims to discover some main risks through analytical hierarchy process the risks evaluation model,and give some better recommendations to avoid these risks by adopting the BOT mode.According to the research of risks on the specific qinzhou west-river sewage treatment project which has been invested by BOT-mode,we know the risk about the trustworthiness of the local government,the rate of progress on this project,the external environment,the prime cost of this project,the finance of this project,the human resource of this project and the technology of this project are the five main styles of risk.the risk about the change of the local government,the choice of technological process,the rate of earnings,the protection of bacteria and the development of standard are the most serious elements.Round the risks control and external environment,In this paper,the writer aims to provide considerations in risks assessment and management,draws conclusion of better ways to solves the problems by assessing the risks with AHP method,which include advice ranging from the overall guidance to detailed measures by different parties,etc.
