A Study On The Influence Effect Of The Division Of The Authority Of The Intergovernmental Environmental Governance

Environmental pollution has become an important obstacle to the sustainable development of the economy.At present,China’s environmental governance is mainly analyzed from the dimensions of China’s decentralization system and environmental governance funds.The problem of environmental pollution stems more from the reasons behind the environmental management system.In other words,it deals with environmental governance issues from the perspective of the division of power.According to the "2016 State of the Environment in China",the rate of urban air environmental quality exceeding the standard is still at a relatively high level,which is more than 70%.The "Government Work Report" on March 5,2018 pointed out that it is necessary to resolutely fight against pollution control..According to the Central Document No.49 in 2016,the reform of the division of environmental rights needs to be completed in 2018.This shows that the reform of the division of environmental rights is imminent,and the decisive factor in delineating the right of environmental governance is a prerequisite for a reasonable division of environmental governance authority.This paper mainly analyzes the necessity and decisive factors of division of environmental governance authority from the theoretical and empirical aspects,and provides feasible suggestions for the rational division of environmental governance authority.This paper takes the perspective of China’s regional environmental governance as a perspective,and from the perspective of the division of government’s environmental governance authority,builds a theoretical model to analyze the necessity and determinants of the division of government’s environmental governance authority,and validates the theoretical assumptions through panel data models to facilitate our country.The determinants of the division of environmental governance authority are analyzed in depth.This article is divided into five parts:The first part is the idea shaping and related theories.This article reshapes the concept of division of powers,and at the same time sorts out the intrinsic mechanism of dividing the power of division of environmental governance,that is,the decisive factors of division of powers.This article elaborates the relevant overview and application of fiscal decentralization theory,environmental federalism theory,game theory,principal-agent theory,and public goods theory,and derives inspiration and reference for this study.The second part is the status quo and problem analysis of the division of powers of China’s intergovernmental environmental governance.First,describe the status quo of China’s environmental governance,and analyze them from the overall and industry development status.Second,describe the status quo of the division of environmental governance authority from the perspective of historical evolution;Finally,we should understand the current situation in China in terms of the principle of division of power,division of duties and responsibilities,and division of powers The problems existing in the division of environmental governance authority are the ways to explore the determinants of the division of environmental governance authority.The third part is the theoretical analysis of the influence effect of the division of authority of the environmental governance of the government.Based on the current situation of conceptual shaping and division of powers,the economic model is used to analyze the necessity and determinants of the division of environmental governance authority.First,the necessity of division of the powers of China’s inter-government environmental governance is analyzed based on game theory.Second,the determinants of the division of government’s environmental governance authority are analyzed from the internal and external factors in order to construct a complete decision factor framework.The fourth part uses the empirical model to test the effect of the division of power of government’s environmental governance.The provincial panel data model was selected to test the influence of the division of government’s environmental governance authority on regional environmental governance objectives and the determinants of the division of government’s environmental governance authority.Empirical test results show that the division of environmental governance authority has significant effects on regional environmental governance,and environmental governance.The division of powers is an important way to solve environmental pollution problems.In addition,social risk and efficiency factors have a significant impact on the division of environmental governance authority,specifically as follows: when the social risk is high,the central government should implement environmental governance affairs;when the economic efficiency is low,the local government should implement the environment.Governance affairs.The last part,based on the findings of this study,divides the intergovernmental environmental governance authority,sets up the division of differentiated environmental governance authority,establishes a real-time monitoring system for environmental governance,and realizes the legal system for the division of powers between the intergovernmental environmental governance.The five aspects of the establishment of a comprehensive environmental management supporting mechanism make relevant recommendations,so as to provide a feasible path for the governance of environmental pollution in China and realize the objectives of regional environmental governance.
