With the rapid development of urbanization,the economic development has been promoted,and the water environment has been suffered serious damage.To improve the water environment,the state has vigorously developed the sewage treatment infrastructure.Because of the large scale of the sewage treatment infrastructure and the high capital requirements,the traditional mode of governance has been unable to face such a huge market of sewage treatment.BOT as a new financing model has been widely used in sewage treatment industry.It attracts idle social capital and advanced technology,reduces the financial burden of the government,promotes the efficiency of sewage treatment,reduces the cost of sewage treatment.How to choose the best concessionaire among the many candidates is the key factor of the successful operation of the project.In this paper,the concessionaire selection for BOT project of sewage treatment plant is studied from the government's point of view.The research focuses on three aspects,including the construction of index system,the determination of index weight,and the construction of evaluation model.Through the method of frequency analysis,the first level index and two level index of concessionaire evaluation index system for BOT project of sewage treatment plant are determined.The method of expert interview is used to determine the three level index.The primary index system is obtained,and the content of the index is analyzed.The questionnaire is designed and distributed to the society,and the recovered data is processed by SPSS software.According to the results of statistical analysis,the indexes which do not meet the requirements are selected and eliminated,and the optimized index system is obtained.The weight of each index is determined by the method of the improved AHP.According to the importance of the index,the interval score matrix set is constructed.Using the maximum and minimum selection strategies,the paired comparison moments are selected from the interval scoring matrix.Using consistent optimization matrix search algorithm based on companion matrix,the optimal consistency matrix is searched from the interval score matrix.According to the final consistency matrix,the weight of each index is calculated by logarithmic least square method.The fuzzy comprehensive evaluation is adopted to evaluate thebidder of BOT project in waste-water treatment plant.The single factor fuzzy evaluation of qualitative index is determined by the method expert judgment.The single factor fuzzy evaluation of quantitative index is determined by the membership function of descending trapezoid fuzzy distribution.Computing comprehensive evaluation of fuzzy subsets and making decisions.Computing comprehensive evaluation of fuzzy subsets and making decisions.Finally,the model is applied to a BOT project of a sewage treatment plant in A city to verify the feasibility and practicability of the method.
