The Price Adjustment Model And Empirical Study Of Sewage Service Based On Price-Cap Regulation

Since the 21 st century,the accelerating sewage treatment marketization reform in our country,the sewage treatment industry gradually relaxing into controls,attract social capital to participate in the construction of sewage treatment facilities,management and reform.At this stage,the Public-Private Participation mode(PPP)is widely introduced in our country,the reasonable price of wastewater treatment mechanism has become the core of the sewage treatment marketization operation security.And The reasonable sewage treatment enterprises in the service price dynamic adjustment mechanism design,is not only the sewage treatment enterprises plays an important role in promoting the reasonable cost effective compensation,and incentive sewage treatment enterprises an important means to improve efficiency,reduce cost,on the market development of sewage treatment industry has strong practical significance.Therefore,this article’s main goal is to build a price adjustment model conforms to the market trend of wastewater treatment in our country,and the basic variables of the model and parameter setting and estimate,to put forward our country sewage treatment price way of incentive price controls.Sewage treatment according to the current price the analysis of the management system of carding effect and its management,is our country at the same time existing sewage treatment cost and price upside down,and according to the sewage treatment cost pricing enterprise service price is on the high side,the efficiency is low.The level of sewage treatment fee is set by the government through price hearing,and this paper mainly studies the price of sewage treatment services.At the present stage,the price of sewage treatment service in China has been adjusted for cost pricing,and the sewage treatment enterprises have proposed the pricing scheme for sewage treatment.The traditional cost pricing problem of pricing methods,mainly reflects in: one is due to the asymmetric information of the enterprise,government and sewage treatment sewage treatment enterprises don’t have enough incentive to reduce costs;The second is that the company has a relatively fixed income in terms of cost pricing,and lacks the incentive to improve management,improve production technology and improve efficiency.In order to solve the above problems,this paper proposes to construct a model of China’s sewage treatment pricing based on the maximum ceiling theory,and introduce the incentive price control in the wastewater treatment industry.The main content of this article is divided into the following several aspects: the price management system of sewage treatment and its effect analysis,based on the maximum of the sewagetreatment pricing model and policy design,sewage treatment industry technical progress rate measurement,price index(CPI)for wastewater treatment cost effect analysis and according to the pricing model of wastewater treatment in our country enterprise cost calculation and contrast analysis of increase.From two angles of model building and empirical test of China’s sewage treatment limit pricing mechanism were analyzed,and to the sewage treatment industry in our country the problems of cost and efficiency provides the reasonable solutions and measures.The possible innovation points of this paper mainly include the following aspects:1.The technical progress rate of sewage treatment industry in China is calculated.Through to the sewage treatment efficiency of input and output of the nonparametric estimation method,after eliminating the heterogeneity of enterprise environmental factors,the sewage treatment industry average growth rate of total factor calculation,the results show that the sewage treatment industry in our country from 2012 to 2015 of technical progress rate of about 2%.2.Estimated the impact coefficient of the price level(CPI)on the sewage treatment cost in China.In this paper,by constructing price level(CPI)to model the influence of sewage treatment costs,measured using the panel data regression,get one percent changes in price level will cause changes in the sewage treatment cost ratio.The result shows that the cost of sewage disposal rises with the price rise,and the cost rises more than the price increases.3.Implements the price-cap theoretical model applied in the wastewater treatment industry.Marketization of the sewage treatment industry in our country is in transition period,the management of the sewage disposal price also at the exploration stage,in this paper,how to use the theory of the maximum price controls,fully considering the rising prices of the rising cost of sewage treatment effect and improve the production efficiency of sewage treatment cost reduction effect,the construction of sewage treatment based on the maximum price adjustment model,and uses empirical method to measure the price change on the influence of the sewage treatment cost change coefficient and focus on urban sewage treatment industry average growth rate of total factor,according to the result of empirical test pricing limit the sewage treatment effect,is the highest limit theory application in sewage treatment industry.
