The Institutional Perfection Of "Co-responsibility Of The Communist Party And The Government" In Environment Protection System

Environmental protection in China is increasingly grim which faces international and domestic challenges.Ecological problems such as frequent severe haze in some regions,water pollution,soil pollution,and other new pollution problems are relatively serious.Mass incidents caused by environment pollution occur from time to time.Before 2015,the Communist Party of China and the Chinese government’s lack protection rules to strengthen environmental responsibility of local party committees.Based on the seriousness of the environmental problems,on August 2015,the CPC central committee and the state council jointly issued "Co-responsibility of the Communist Party and Government",which formally defines party and government with responsibility for environmental protection,so “Co-responsibility of the Communist Party and Government”become the rules of the common governance of the communist party of China central committee and the state council for the first time and the local leading organs of the communist party of China and officials shoulder the responsibility as a must.Practice has proved that the "Co-responsibility of environmental protection of the party and government " can break the predicament of environmental protection supervision under the socialism system with Chinese characteristics,and the concept of "Co-responsibility of the party and government" has expanded the subject of China’s environmental accountability.The pattern of environmental supervision system is a major innovation in the environmental accountability system in contemporary China.The specific orientation of "party and government" is the local system of party committees and governments at all levels and their leading members.The essence of the "Co-responsibility" is "share responsibility" instead of "taking the same responsibility",and the type of responsibility bears political responsibility and legal responsibility.Political system status of the Chinese party leading government,the institutional problems of the government’s internal division of labor,and the absence of party committee environmental protection responsibilities in the legal regulations make it necessary to incorporate the concept of "Co-responsibility of the Communist Party and Government" into the construction of the accountability system in environment protection.Yet there are many problems in the implementation of "Co-responsibility of the Communist Party and Government" of the ecological environment protection,in which the division of mechanism of party and government environmental responsibilities is unclear,the evaluation system for the leading cadres’ target responsibilities is not standardized,and the implementation ofthe lifelong accountability system for major environmental damage exists.There are many problems in the difficulties and accountability procedures.In order to improve the mechanism of "Co-responsibility of the Communist Party and Government" in the protection of the ecological environment,it is necessary to establish a clear responsibility system for the division of responsibilities of the party and the government,to improve the target cadre’s target responsibility assessment system,to seriously carry out the life-long environmental responsibility decision-making system,and form a collaborative scheme of multiple accountability procedures.
