The Study On How To Improve The Emergency Rescue Capabilities Of The Full-time Fire Brigades In The Petrochemical Enterprise

Operation security of petroleum and chemical industries is closely related to the life and property of the people,the reputation as well as the long-term stability and development of the enterprise.In recent years,the situation of safety production is severe and very serious accidents occurred frequently,it’s important and necessary to research the technology requirements of emergency response to hazardous chemical accident.Moreover,continuously enhance the level of accident emergency rescue is needed in order to realize the goal of slogan that ‘Development will not come at the expense of sacrificing people’s life’ presented by Party chief Xi Jinping.The full-time fire brigades as the main force of petrochemical enterprise for emergency rescue plays a crucial role in emergency rescue system of country and region,which is an important part of system in fire prevention and control of society.Therefore,how to improve the qualities of the rescue team has a strong practical significance.The papers focus on the difficulty of the rescue operations including oil fields and refine devices and storage tanks and pipelines.The ability of fire brigade including defense and rescue time and devices and strategies are formed based on accident analysis in deferent links: production,storage,transportation,then established an integrated evaluation index system and assessment models of emergency response capabilities in petrochemical enterprise.Group S which has a huge fire brigade including hundreds of troops and thousands of fire trucks and tens of thousands of firemen are backbone of enterprise full-time fire brigades in our country.Three fire brigades sampled from Group S had been analyzed based on assessment models of emergency response capabilities.In this paper,the basically material support of fire brigade,development of human resources,equipment management,and maneuvering of the emergency plan are graded and analyzed.Furthermore,the shortcomings of the deferent links also are analyzed deeply.The article tried to put forward the idea of improving the emergency rescue capabilities of the full-time fire brigades while taking the current condition into consideration.Further,it is focused on improving the team practical ability and emergency response capacity which is team elements,focused on improving the ability in equipment management and supporting construction which is setup elements,focused on improving the ability of pre-arranged planning and drill implementation which is solution elements.The items including three training methods and drill sets are proposed for the first time by the author,which was provided as a reference for relative team construction.
