With the development of social economy and the improvement of people's living standards, the user's requirement for the quality of power supply is becoming higher, and power distribution network structure is increasingly complicated. To improve the efficiency of power supply department, it's necessary to consider how to reduce the network loss and improve power quality, etc. As an important optimization means of distribution network operation, distribution network reconfiguration and rephasing simply need adjusting the connection type of the equipment to improve the safety, reliability and economy of power network, and the operation is simple and convenient. Therefore the research of reconfiguration and rephasing has a huge developing space in the optimization of distribution network.First of all, the current research status of distribution network reconfiguration and rephasing are summarized, and the problems that the existing research only consider reconfiguration or only consider rephasing and no studies combine both simultaneously to optimize the distribution network are pointed out. On this basis, the topology structure of the distribution network and power flow calculation of radial distribution network is analyzed, and combining with the data storage method of the node and branch of the paper, an improved network radioactive judgment criterion is put forward. Single-phase flow calculation is extended to three phase power flow calculation, and the process of three-phase power flow calculation is given. According to the specific characteristics of the distribution network and the differences of actual situation, the simultaneous optimization model of three different objectives and constraint conditions of reconfiguration and rephasing are discussed, and their solving process is given respectively.Finally, Genetic algorithm is applied in the model and run on the distribution networks of three different severity of imbalance in Matlab, and three analysis methods including weighted sum, TOPSIS and goal programming are used to determine and compare the optimal solution. The results of simulation and calculation prove that: the results of simultaneous optimization of reconfiguration and rephasing are better than the results of reconfiguration-only and rephasing-only; the greater the three-phase imbalance degree is, the more obvious the improvement effect is; the comprehensive performance of the optimal solution of multi-objective model is superior to the single objective models'.
