| Since 2006, the Health and Population and Family Planning Commission of Dong Guang city has carried out the management of commercial bribery in the field of medicine marketing activities for several times around the city. Activities have also made some achievements, but the movement type of governance did not governance commercial bribery in medical and health fields in Dong Guang city from the root of the problem. The rent-seeking of medical and health field in Dong Guang City has hindered the medical and health services and medical markets, harmed the fundamental interests of the general public. Not only the city’s Health and Population and Family Planning Commission concern and efforts to solve the problem, but also the government committed to governance the problems, which hope to construction the city safety and harmonious.This paper defines the concept and connotation of rent-seeking behavior in medical and health field theoretically,analysis the participants, the behavior of rent-seeking behavior, implementation of "separation of medicine treatment and drug sales" in Dong Guan city, cancel the public medical institutions drug sales system, discusses the influence on the field of health care seeking behavior. Through the questionnaires investigation, analyzed the general situation of Dong Guan city, the rent-seeking behavior in medical and health field characteristics.In order to identify the root cause of rent-seeking behavior in medical and health field of Dong Guan city, this paper through the industry system, mechanism, characteristics, moral reasons, internal management of medical and health system, and put forward the countermeasures and suggestions to solve the problems. By studying the rent-seeking problem in medical and health field, to reveals the causes, characteristics, coverage and management measures, helps to combat and prevent the rent-seeking in medical and health fields from the source, establish long-term prevention mechanism. |
