The reasonable suggestions and solutions for the growth of medical expenses and the use and control of medical resources are presented. At the same time, to provide accurate data and theoretical reference for medical insurance and new rural cooperative medical management. Methods:Collecting basic information of all hospitalized patients of Xinjiang Shawan County People’s Hospital during the January 1,2009 to December 31, 2013 as the research object, includes the distribution of disease, hospitalization expenses, etc. Through the questionnaire survey of inpatients in different departments, the results were obtained, investigation content includes basic information, family economic income, medical reasons, satisfaction with inpatient service, etc. Using descriptive analysis, variance analysis and multiple factors regression analysis were used to analyze the statistical methods. Results:1) From 2009 to 2013, the inpatients increased significantly, and the increase of medical staff is not obvious, The increase of the number of Department of internal medicine and the proportion is higher than other departments, the circulatory system, diseases of the respiratory system and the endocrine system occupies a large proportion, and with rising trend,2) Hospitalization costs continue to increase, the cost of the drug and the materials is still the main expenditure, The proportion of operating expenses and nursing care is still low, and the labor value of medical workers can not be reflected and respected。 From 2009 to 2013 the average medical cost gradually increased, the average drug fee increased significantly, growth slowed in 2013.3) there are different in hospital expense with different medical insurance, the proportion of hospital expense and drugs expense in medical insurance for urban residents is higher than rural cooperative medical hospitalization expenses, The reason is various. Influence factors of the total hospitalization expenses from big to small is durg cost, operation expenses, age.4) The results of the overall impression of the inpatients satisfaction is:satisfaction reached 60.5%, generally reached 33.7%, not satisfied with 5.8%. The high quality satisfaction of hospital environment and facilities, attitude, medical care, the higher proportion of unsatisfactory in hospitalization expenses. Conclusion:Studies suggest that hospitalization patients’s health service utilization in Xinjiang county hospital is unreasonable, which can not fully meet the demand, the acceleration of the arrival of the aging, the number and proportion of chronic disease is associated with increased obviously, lead to hospital resource constraints.At the same time, hospitalization expenses control is not ideal, hospitalized patients satisfaction should be enhanced. Should 1) control the number of hospitalized patients and the number of days of hospitalization; strengthen supervision, to prevent over treatment.
