The Research On Problems And Countermeasures Of District(County) Finance Investment In The Basic Medical And Health Services

The basic medical and health services are essential to protect people’s health. They are the most important things to every citizen. Since the implementation of reform and opening system, China has made great achievements in the health sector, but due to China’s large population, urban-rural dual structure, large economic development gap in different regions and so on, there are a lot of unequal phenomenon in the basic medical and health services. With the rapid development of China’s economy, people’s health awareness steadily increases, the demands of health quality also increase, people complain the expensive medical treatment fee and the difficulty to see doctor. In 2012, China issued a “Twelfth Five Year Plan” on the basic public service system, the plan proposed the key tasks and basic standards of basic medical and health services, planed to implement the basic medical and health service system. According to the goal that everyone can use the basic medical and health services, China should establish and improve the public health service system, urban and rural health care system, drug supply and security system, provide urban and rural residents a safe, effective, convenient and affordable basic services, improve fairness and accessibility of the basic medical and health services. Construction of basic medical and health services system needs strong financial support, the government is the main investor in the basic medical and health services. By researching the financial status of local government to basic medical and health services, analyzing the problems of financial investment and proposing feasible measures, this paper has great practical significance in promoting the basic medical and health services development.This paper researches the theories of basic health services, analyzes the theoretical foundation of basic health services, issues the concept of basic medical and health services, uses methods including literature review, quantitative analysis, qualitative analysis and so on. Take Xiuzhou Jiaxing City for example, research the present offer of the basic medical and health services, find the problems of the basic medical and health institutions, analyze the proportion of government financial investment in government revenue from 2008 to 2013, look for the reason that lead to high government financial pressure. Due to local government financial authority does not match power, the huge investment in the basic medical and health services, strict control on the local government debt and heavy financial pressure, we can’t achieve the goal of the basic medical and health services. Based on the analysis, China should stick to the principle that government takes primary responsibility in basic medical and health services; propose suggestion on improving financial investment of basic health services. First, we should improve the systematic policy on basic medical and health services system. Second, establish specific supporting policies. Third, adjust local government power and investment rate. Fourth, absorb social capital to participate in the construction of medical and health services system. Fifth, improve the transfer payment system. Sixth, improve the financial expenditure performance appraisal system. All these measures can reduce the financial burden on local government, improve efficiency in the use of financial fund and promote to achieve the goal of basic medical and health services.
