Study On Using Efficiency And Allocation Equity Of Health Resources In Provincial Hospitals Of TCM Of China

Background:The Fifth Plenary Session of the Eighteenth Central Committee held in 2015 included coordinate and sharable development into Five Concepts of Development, stressed that put forward coordinated development of regions, increased supply of public service, improve the establishment of healthy China. For such a long time, there are both resource waste and distribution imbalance in aspect of usage and allocation of healthy resource in China. Traditional Chinese Medicine significantly embodies culture soft power of China, therefore, as the carrier of traditional Chinese medicine and its diagnosis and treat, analysis on using efficiency and allocation equity of Hospital of TCM could clearly reflect the current situation of resource usage and allocation in Provincial Hospitals of TCM. And then we could put forward respective countermeasures on the level of management and policy to fully play the role of Hospitals of TCM in improving the health status for residents.Purpose:Take Hospitals of TCM as object of study, combine efficiency and equity to comprehensively assess the situation of health resource usage and allocation in Hospitals of TCM of 30 provinces(cities) and the eastern, the middle and the western regions. On such basis, find problems and propose targeted policy.Methods:Analyze overall situation of health resource usage and allocation in Hospitals of TCM of our province from 2012 to 2014 by using the method of descriptive statistics; establish preliminary assessing system of using efficiency of health resource by using document review, and adopt relative test and variable coefficient test to screen assessing indexes; use relaxed measuring degree based non-radial super-efficiency DEA model (SE-SBM model) to assess the relative efficiency of health resource usage in Hospitals of TCM of provinces (cities); use Lorentz curve and Gini coefficient, combining Theil index to fully, deeply analyze the situation of health resource allocation equity of Hospitals of TCM in China.Results:Total investment in hospital resource of Hospitals of TCM in China increases, however, the publicity is relatively low; hospitalization costs are too high, as well as economic burden to patients; the using efficiency of hospital resource of Hospitals of TCM is low, efficiency levels among regions have large gaps; population based resource allocation is highly equal, however, internal distance among regions is significant.Conclusion:Insist the unity of efficiency and equity as well as coordination of industrial policy and public policy; improve the quality of resource supply, lower the price to optimize the allocation of health resource of TCM; coordinated regional development and narrow the regional difference among eastern, central and eastern regions.
